For decades, a well-intentioned law known as the National Environmental Policy Act (NEPA) has been weaponized to delay Federal permits and stall growth in the United States.

President Trump took decisive action to fix America’s broken permitting system in his day one Executive Order Unleashing American Energy.

One year ago today, the major permitting agencies and departments (USDA, Commerce, DOI, DOE, FERC, DOT, and DOW including USACE) issued reforms to their NEPA procedures. These agencies and departments collectively account for the vast majority of NEPA litigation and have the most impact on the nation’s energy and infrastructure agenda.

Following those updates, USDA and DOI have finalized their respective policies and reforms, which are estimated to save taxpayers hundreds of millions of dollars.

This historic deregulation and interagency coordination, led by the White House Council on Environmental Quality, has streamlined the Federal environmental review and permitting process to the benefit of every American.

Today, over 60 agencies and departments have reformed or are in the process of reforming their procedures, following CEQ’s review of thousands of pages of regulations, procedures, and related materials. Under the leadership of President Trump, America is getting back to the core requirements of the law and moving critical projects forward without unnecessary delays.

ACCELERATING PROJECT APPROVALS, INCREASING GROUNDBREAKINGS, AND CREATING JOBS

• The Administration outlined a “Categorical Exclusions-First Approach,” and as a result, agencies are utilizing categorical exclusions at a higher rate, allowing for expedited review and focused analysis where it is most needed. 
• 195 categorical exclusions have been adopted since the start of the Administration, allowing for Federal agencies to complete the NEPA process faster.
• DOI implemented emergency NEPA procedures that can permit domestic energy resources and critical mineral projects in under 28 days.

ENCOURAGING INVESTMENT AND STRENGTHENING AMERICAN INFRASTRUCTURE

• President Trump is strengthening America’s AI leadership with Executive Order 14318, which promotes the acceleration of Federal permitting of data center infrastructure.
• President Trump is making home construction more affordable with Executive Order 14394, which calls on CEQ to issue guidance to remove barriers to building homes under NEPA.   
• President Trump is promoting commercial space innovation with Executive Order 14335, which seeks to eliminate or expedite environmental reviews for launch and reentry licenses and permits.

UNLEASHING AMERICAN ENERGY

• At DOI, the BLM has approved over 6,100 Applications for Permits to Drill (APDs)—more APDs than in any other fiscal year in the past 15 years.
  • The Trump Administration has approved 63.7 percent more Federal and Indian drilling permits compared to the prior administration over the same period at this point in their presidency.
• The Administration approved 76 coal-related permits to reinvigorate America’s beautiful, clean coal industry.
  • BLM announced the opening of 13.1 million more acres of federal land for coal leasing, tripling benchmarks set by the One Big Beautiful Bill Act and delivering on President Trump’s directive to restore American Energy Dominance.
• The first year and a half of this Administration has offered 748,000 acres of geothermal resources, exceeding the total offered during the entirety of the prior administration. 
• DOE established a new categorical exclusion for advanced nuclear reactors in response to President Trump’s Executive Order 14301, Reforming Nuclear Reactor Testing at the Department of Energy, and Executive Order 14299, Deploying Advanced Nuclear Reactor Technologies for National Security. The categorical exclusion has been applied five times to date, saving time and resources.

CONSERVING OUR LANDS

• The Forest Service successfully harvested 475 acres of trees killed by fire, reduced hazards to recreation infrastructure and open public roads, and planted seedlings following timber harvest. They used a categorical exclusion, reducing procedural complexity and significantly accelerating the timeline. The review was completed in 16 days.
• Under the Trump Administration, seven DOI bureaus estimated that they applied a National Park Service categorical exclusion for invasive species management nearly 200 times in just one year. Bureaus used a range of treatment methods, including herbicide, hand pulling, trapping, shooting, and biological controls appropriate to both the site and the invasive species. This categorical exclusion enabled more efficient delivery of control methods to suppress or eradicate terrestrial and aquatic invasive plants and animals affecting the nation’s resources.

DEFENDING OUR NATION

• DOW has significantly streamlined environmental reviews for critical infrastructure and supply chain projects, accelerating nearly $4.5 billion dollars in investments (FY26) to advance critical mineral and Defense Industrial Base priorities. The Department maximized efficiency by applying categorical exclusions and making no “Major Federal Action” determinations where appropriate.

A PROCLAMATION

1.  Fertilizers are an essential component of agriculture and food production.  Producers of corn, soybeans, wheat, and a variety of other crops need phosphate fertilizers to ensure strong crop yields to feed the population.  Food production is critical to human health, farm security, and to the function of major sectors of the economy, and even isolated interruptions in food production can have serious health and economic consequences.  Robust and reliable food production is therefore critical to the economic and national security of the United States.

2.  During the planting and growing season, soil and crops require critical nutrients, including the phosphorus supplied by phosphate fertilizers, and in the coming months, farmers will apply more than half of annually consumed phosphate fertilizers between the fall and very early spring prior to next spring’s planting.  To ensure a stable food supply, predictable and timely sources of phosphate fertilizer must be procured to meet United States demand, which requires adequate supply of phosphate fertilizer, a critical type of plant food.

3.  Global supply chains for phosphate fertilizer and fertilizer inputs, including imports of such products into the United States, have been disrupted in recent months by, among other things, conflicts in fertilizer-producing regions as well as trade actions taken by major fertilizer-producing countries.  For example, the United States’ largest foreign source of phosphate fertilizer has experienced supply chain disruption, placing additional pressure on the farm economy and the production of certain categories of domestic food.  Persistent threats to the global fertilizer supply chain, which create rapid price increases and procurement challenges, require the United States to procure phosphate fertilizer from diversified foreign sources to mitigate the significant risk of harm to the agricultural food production of the United States.

4.  Currently, United States production of phosphate fertilizer is insufficient to support domestic agricultural food production after accounting for exports.  The Federal Government is working with the private sector to expand domestic fertilizer manufacturing capacity, but those efforts will take time to increase the supply materially.  Immediate action is necessary and appropriate to ensure in the interim that United States farmers have access to a sufficient and timely supply of phosphate fertilizers during the planting and growing season, to ensure a stable domestic crop supply, and to meet our food production needs.

5.  Producers in countries such as the Kingdom of Morocco can supply phosphate fertilizers to the United States without disruption at this time.  It is imperative to immediately facilitate importation of phosphate fertilizers from the Kingdom of Morocco to mitigate the significant risk to the agricultural food production of the United States, to safeguard the economic and national security of the United States, and to ensure a stable domestic food supply.

6.  Section 318(a) of the Tariff Act of 1930, as amended (19 U.S.C. 1318(a)) (section 318), authorizes the President to declare an emergency for a reason described in section 318(a) and to authorize the Secretary of the Treasury and the Secretary of Commerce, as appropriate and consistent with applicable law, to permit, during the continuance of such emergency, the importation free of duty of food, clothing, and medical, surgical, and other supplies for use in emergency relief work.

NOW, THEREFORE, I, DONALD J. TRUMP, President of the United States of America, by the authority vested in me by the Constitution and the laws of the United States, including section 318 of the Tariff Act of 1930, as amended, and section 301 of title 3, United States Code, do hereby declare an emergency to exist with respect to the threats to the availability of sufficient supplies of fertilizers to meet expected agricultural demand.  Pursuant to this declaration, I hereby direct as follows:

(1)  To provide additional authority to the Secretary of the Treasury and the Secretary of Commerce to respond to the emergency declared in this proclamation, the authority under section 318 is invoked and made available, according to its terms, to the Secretary of the Treasury and the Secretary of Commerce.  The Secretary of the Treasury and the Secretary of Commerce shall, when appropriate, consult with each other before exercising the authority under section 318.

(2)  To provide relief from the emergency declared in this proclamation, the Secretary of the Treasury and the Secretary of Commerce, after consultation with the Secretary of Homeland Security, shall take appropriate action within their respective authorities under section 318 to permit until the earlier of 8 months after the date of this proclamation or the termination of the emergency declared in this proclamation, under such regulations and under such conditions as the Secretary of the Treasury and the Secretary of Commerce may use or prescribe, the importation, free of the collection of duties and deposits of estimated duties, if applicable, under sections 1671, 1675, and 1677j of title 19, United States Code, of phosphate fertilizers of the Kingdom of Morocco, and to temporarily extend during such 8-month period or the course of the emergency, as applicable, the time therein prescribed for the performance of any act related to such imports.

(3)  Pursuant to section 318, the Secretary of the Treasury and the Secretary of Commerce, in consultation with any senior official they deem appropriate, shall monitor and review the status of circumstances related to the emergency declared in this proclamation.  The Secretary of the Treasury and the Secretary of Commerce shall also inform the President of any circumstance that, in their opinion, might indicate the need for further action by the President, including under section 318. 

(4)  The Secretary of the Treasury or the Secretary of Commerce, when appropriate, shall report to the Congress any action taken under the provisions of section 318.

(5)  Any provision of previous proclamations and Executive Orders that is inconsistent with this proclamation is superseded to the extent of such inconsistency.  If any provision of this proclamation or the application of any provision to any individual or circumstance is held to be invalid, the remainder of this proclamation and the application of its provisions to any other individuals or circumstances shall not be affected. 

(6)(a)  Nothing in this proclamation shall be construed to impair or otherwise affect:

(i)   the authority granted by law to an executive department or agency, or the head thereof; or

(ii)  the functions of the Director of the Office of Management and Budget relating to budgetary, administrative, or legislative proposals.

(b)  This proclamation shall be implemented consistent with applicable law and subject to the availability of appropriations.

(c)  This proclamation is not intended to, and does not, create any right or benefit, substantive or procedural, enforceable at law or in equity by any party against the United States, its departments, agencies, or entities, its officers, employees, or agents, or any other person.

PROTECTING AMERICA’S FOOD SUPPLY: Today, President Donald J. Trump took action to safeguard America’s food supply and support domestic agricultural production by authorizing the temporary suspension of certain duties on phosphate fertilizer imported from Morocco, helping ensure an adequate supply of phosphate fertilizer for American Farmers.

• The proclamation declares an emergency regarding threats to the availability of sufficient supplies of fertilizers to meet America’s agricultural demand.
• The proclamation addresses the emergency by authorizing the temporary suspension of certain anti-dumping and countervailing duties in connection with importation of phosphate fertilizer from the Kingdom of Morrocco for eight months or until the emergency is terminated, whichever occurs first.  

SECURING FERTILIZER ACCESS FOR U.S. FARMERS: President Trump believes that American farmers must maintain reliable access to key fertilizers to mitigate significant risks to food production, safeguard national security, and ensure a stable domestic food supply. 

• Phosphate fertilizers are a critical type of plant food, a crucial component of agriculture production, and vital to feeding the Nation and maintaining America’s food security.
• Global supply chains for phosphate fertilizer and fertilizer inputs have been recently disrupted due to events such as conflicts in fertilizer-producing regions and trade actions taken by major fertilizer-producing countries. 
• This proclamation will ensure that American famers have access to a sufficient and timely supply of phosphate fertilizers in the near term to mitigate any significant risks to the domestic food supply. 
• The Administration continues to partner with American producers to expand their domestic manufacturing capacity, which will help provide long term stability for American farming.

PRIORITIZING AMERICA’S FARMERS AND FOOD SECURITY: President Trump continues to support American farmers and drive prices down for hardworking families. 

• President Trump’s Working Families Tax Cuts Act delivered historic relief to American farmers:
  • Made the virtual elimination of the death tax permanent, benefiting more than 2 million family farms;
  • Increased Section 179 small business expensing limits allow farmers to immediately write off new equipment and land improvements, freeing up capital for growth;
  • Made the 20% small business tax deduction is now permanent, allowing farmers to keep more of their income and reinvest in their operations;
  • Allowed farmers to defer paying capital gains taxes when selling their farmland to another farmer who will keep the land in agricultural use.
• President Trump’s bold America First Trade Agenda has dramatically increased global market access, strengthened farmer incomes, supported rural jobs, and reduced the agricultural trade deficit.
• In February 2026, Trump signed an Executive Order mobilizing the Defense Production Act to protect domestic production of elemental phosphorus — a critical input essential to military readiness and America’s agricultural strength.
• In June 2026, President Trump signed an Executive Order to accelerate American agriculture innovation, empowering farmers and ranchers and bolstering the strength and security of our food supply.

EXPANDING AMERICANS’ FREEDOM TO FIX THEIR OWN VEHICLES: Today, President Donald J. Trump signed a Presidential Memorandum expanding Americans’ freedom to fix their own vehicles.

• The Memorandum directs the Administrator of the Environmental Protection Agency (EPA) to issue guidance clarifying what actions individuals may take to fix their own vehicles’ emissions systems, consistent with the Clean Air Act. 
• The Memorandum directs the EPA Administrator to encourage and expedite alternative certification pathways for aftermarket parts, reducing reliance on California’s slow and costly certification process and providing greater certainty to manufacturers and consumers.
• The Memorandum instructs the EPA Administrator to consider deprioritizing civil enforcement actions against individuals who, in good faith, attempt to fix their own vehicles to their original configuration. 

REDUCING REGULATORY BARRIERS TO AFFORDABLE VEHICLE REPAIRS: President Trump is lowering costs for American families by cutting burdensome regulations and expanding affordable vehicle repair options. 

• The Biden Administration’s crushing environmental regulatory burdens caused the average cost of vehicles to soar, squeezing American families both at the dealership and in the repair shop.
• The only certification process currently recognized under the Clean Air Act is run by the California Air Resources Board (CARB) – a process that now routinely takes well over a year to complete, even when all paperwork and testing are in order.
• Because CARB’s process is effectively the only accepted certification pathway, the supply of compliant aftermarket parts has been bottlenecked by a single state agency, driving up costs, limiting supply, and reducing consumer choice.

DELIVERING HISTORIC DEREGULATION TO LOWER COSTS FOR AMERICANS: President Trump has taken unprecedented action to remove burdensome regulations, restore consumer choice, and lower costs for American families. 

• In February 2026, President Trump’s EPA released guidance affirming farmers’ ability to lawfully fix their own agricultural and non-road equipment, saving an estimated $33,000 per repair on average.
• In February 2026, President Trump announced the single largest deregulatory action in American history: the full revocation of the disastrous Obama-era “Endangerment Finding” and the consumer mandates that depended on it.
• In December 2025, President Trump delivered major relief to American families by resetting the Biden Administration’s costly and unlawful Corporate Average Fuel Economy (CAFE) standards to levels that can actually be met with conventional gasoline and diesel vehicles.
• In July 2025, President Trump signed into law the Working Families Tax Cuts Act, which set the civil penalty for violating CAFE standards to $0, protecting the U.S. auto manufacturing industry from significant fines.
• In June 2025, President Trump signed a joint resolution to end the California EV mandates, which would have effectively been a 100% ban on new gas cars sold in the state by 2035 (with similar effects in 17 states that adopted California’s standards).

MEMORANDUM FOR THE ADMINISTRATOR OF THE ENVIRONMENTAL PROTECTION AGENCY

By the authority vested in me as President by the Constitution and the laws of the United States of America, I hereby direct:

Section 1.  Purpose.  During the previous administration, crushing environmental regulatory burdens caused the average cost of vehicles to soar.  My Administration has therefore taken historic action to reduce or remove these burdensome regulations and decrease the rising costs that consumers face.  With the largest deregulatory action in United States history, my Administration rescinded regulations concerning greenhouse gas emissions for light-, medium-, and heavy-duty vehicles, and affirmed the right to fix agricultural and non-road equipment.

Consumers and aftermarket-parts manufacturers and resellers, however, face continuing regulatory uncertainty concerning whether aftermarket parts may be used in repairs due to the Clean Air Act’s (CAA) prohibition on tampering with emissions controls.  The California Air Resources Board (CARB) has the only certification process for aftermarket parts currently recognized as sufficient under the CAA, but that process is faulty.  Obtaining a CARB Executive Order certifying that a part does not increase vehicle emissions takes increasingly long — now well over a year — even when an applicant has all of the paperwork and testing in order.  It is increasingly costly, and it effectively hands the determination of Federal compliance over to the State of California.  Further, because it is the only currently available and accepted certification process, the certification of parts is bottlenecked at CARB, driving up costs and limiting the supply of compliant parts.  To further ensure vehicle affordability, it is the policy of my Administration that consumers should be able to fix their vehicles with affordable parts without being deemed to have circumvented emissions controls.

Sec. 2.  Expanding Emission Repair Options.  The Administrator of the Environmental Protection Agency (EPA) shall provide guidance within 30 days of the date of this memorandum on the freedom to fix by clarifying what actions individuals may take on their own vehicles to conduct emission repairs or have emission repairs conducted, consistent with the CAA.  Such guidance shall be limited to the matters specified in this memorandum.

Sec. 3.  Providing Assurances.  To increase clarity for aftermarket-equipment manufacturers, prevent cheap foreign knock-offs, and reduce reliance on CARB’s faulty and backlogged certification process, the Administrator of the EPA shall encourage the submission of, expeditiously consider, and act on any requests from organizations capable of testing aftermarket parts for conformance with the CAA.  Where appropriate, the Administrator of the EPA shall provide assurances, while protecting manufacturers’ intellectual property and confidential business information, that the proposed certification processes for aftermarket-emissions parts meet the requirements of the CAA and relevant EPA regulations.

Sec. 4.  Individual Freedom to Fix.  The Administrator of the EPA shall consider deprioritizing civil tampering enforcement actions against anyone who, in good faith, attempts to fix his or her own vehicle to its original configuration. 

Sec. 5.  General Provisions.  (a)  Nothing in this memorandum shall be construed to impair or otherwise affect:

(i)   the authority granted by law to an executive department or agency, or the head thereof; or

The Supreme Court has delivered a major victory for American sovereignty, ruling that the Trump Administration has full authority to terminate Temporary Protected Status (TPS) for Haitian migrants. The Biden Administration weaponized TPS as a backdoor amnesty to flood the country with millions of unvetted migrants — and that loophole is finally closed.

By the authority vested in me as President by the Constitution and the laws of the United States of America, it is hereby ordered:

Section 1.  Purpose and Policy.  Executive Order 14212 of February 13, 2025 (Establishing the President’s Make America Healthy Again Commission) established the Make America Healthy Again (MAHA) Commission, with an initial mission to address the childhood chronic disease crisis, and directed the involved executive departments and agencies to work with farmers to ensure that United States food is the healthiest, most abundant, and most affordable in the world.  American farmers and ranchers are essential partners in achieving the MAHA agenda, and the Department of Health and Human Services (HHS), the Department of Agriculture (USDA), and the Environmental Protection Agency (EPA) have already made a historic investment of over $1 billion in accelerating farm modernization and long‑term food supply security.

American farmers and ranchers have always prioritized care of their land and are increasingly interested in adopting innovative conservation farming practices like regenerative agriculture.  These practices strengthen soil health, lower input costs, improve chemical efficiency to reduce overall use, improve farm profitability, maintain yields, increase market value, expand access to new markets, and strengthen rural economies.  My Administration is committed to further actions that support farmers and ranchers as they seek to adopt these practices.

Therefore, it is the policy of the United States to promote continued advances in precision agriculture technologies; significantly increase Federal investment in regenerative agriculture practices, research, and education; and spur private-sector innovation in farm modernization by reducing red tape and strengthening public-private partnerships.  These actions empower American farmers and ranchers with the additional mechanisms to ensure a healthy, abundant, and affordable food supply for the American people.

Sec. 2.  Ensuring Access to Modern Products and Practices and Accurate Labeling.  (a)  The Administrator of the EPA (Administrator) shall prioritize registration actions related to substances that can be used as alternatives to older active ingredients; provided, that the Administrator shall undertake all registration actions, including human health and ecological risk assessments, as expeditiously as possible as required by statute.

(b)  The Administrator shall, consistent with existing statute and regulations, review all available data for registered pre-harvest desiccation uses and ensure alignment with all applicable safety and environmental standards, including accurate labeling of chemical products.

(c)  The Secretary of Agriculture, the Secretary of HHS, and the Administrator shall expedite development of a research and evaluation framework for cumulative exposure across chemical classes that are regulated by statute in the food supply.  This research shall focus on using and developing New Approach Methodologies to promote scientific understanding of human health and environmental risks of chemical contaminants in the food supply, and addressing these risks for greater food security and safety.  Nothing in this paragraph shall be construed to direct the Secretary of Agriculture, the Secretary of HHS, or the Administrator to take any regulatory action beyond current statutory requirements.

(d)  The Secretary of HHS, in consultation with the USDA Office of Pest Management Policy and EPA Office of Pesticide Programs, shall issue a grand prize challenge from the National Institutes of Health for researchers to identify creative solutions for evaluating the exposure, diagnosis, and treatments of cumulative chemical exposures on individual health.  The Secretary of HHS shall, through the Advanced Research Projects Agency for Health, also prioritize research to identify new, innovative, and cost-effective technologies that reduce reliance on conventional chemical crop protection tools in order to  reduce risks to human health.

Sec. 3.  Promoting Regenerative Agriculture Practices and Enhancing Farmer Prosperity.  (a)  The Secretary of Agriculture shall maximize the funding of the current Regenerative Pilot Program and evaluate ways to expand the reach of the program, including by sharing the results of the program with a broad audience of stakeholders.  This expansion shall include using existing authorities to create public-private partnerships that can bring new capacity to producers interested in adopting regenerative practices.

Sec. 4.  General Provisions.  (a)  Nothing in this order shall be construed to impair or otherwise affect:

(i)   the authority granted by law to an executive department or agency, or the head thereof; or

(ii)  the functions of the Director of the Office of Management and Budget relating to budgetary, administrative, or legislative proposals.

(b)  This order shall be implemented consistent with applicable law and subject to the availability of appropriations.

(c)  This order is not intended to, and does not, create any right or benefit, substantive or procedural, enforceable at law or in equity by any party against the United States, its departments, agencies, or entities, its officers, employees, or agents, or any other person.

(d)  The costs for publication of this order shall be borne by the Department of Health and Human Services.

ACCELERATING INNOVATION IN AMERICA’S FOOD SUPPLY: Today, President Donald J. Trump signed an Executive Order to accelerate American agriculture modernization, empowering farmers and ranchers and bolstering the strength and security of our food supply.

• The Order directs the Secretary of Agriculture to expand the reach of the Department of Agriculture’s Regenerative Agriculture Pilot Program, broadly share results with stakeholders, and create public-private partnerships in order to increase capacity for farmers interested in adopting regenerative farming practices.

STRENGTHENING FOOD SECURITY AND PRODUCTION: President Trump is empowering America’s farmers and ranchers to ensure the Nation’s food supply is the healthiest, most abundant, and most affordable in the world.

President Donald J. Trump was right from the beginning. Fake News hacks and so-called “experts” immediately rushed to mock him, call him a liar, and blame the Trump Administration’s successful renovation instead of the vandals — but they were dead wrong.

Surveillance video captures suspects in the act. Photos and law enforcement reports document deliberate slashes cut through the liner, sides, and coating, as well as fencing and debris thrown into the pool. At least seven individuals have been arrested, seven others have been issued federal citations, and 18 police reports have been filed.

This isn’t random mischief — it’s targeted sabotage by anti-American crackpots who despise a strong, proud, and beautiful country. They cannot build; they can only destroy. They cannot celebrate our heritage; they can only deface it.

National pride will not be surrendered to a handful of deranged anti-American lunatics. Thanks to the Trump Administration’s decisive action, advanced nanobubble ozone technology has already neutralized the algae and repairs to vandalized areas are underway. The Reflecting Pool will yet again be restored to its rightful glory as America celebrates its 250th birthday.
