Remarks at the India AI Impact Summit 2026

Good morning, everyone. Thank you to the distinguished heads of state, public servants, and business leaders participating in India’s AI Impact Summit 2026 here in New Delhi. It is a great honor to speak to you as head of delegation, representing the United States of America.

At this summit last year in Paris, Vice President J.D. Vance sought to refocus the AI conversation in his remarks, from safety to opportunity.

The future is something to be built, not awaited. And both the problems and solutions that AI presents are opportunities to make bold choices to better the lives of the people we represent.

So today, I want to call on each of you to join us as partners in the effort to build the AI future, on behalf of your own nation and your own people.

America is the birthplace of AI and the home of the frontier companies and hyperscalers that have ushered in this critical moment. That is no accident.

Within days of returning to the White House last year, President Trump recommitted America to AI leadership. He repealed the last administration’s so-called diffusion framework, which prevented AI exports and placed partner countries, like India, in a supposed second tier. And last summer, the Trump Administration released America’s AI Action Plan, a strategy for winning the AI race based on three pillars: Innovation, Infrastructure, and International Partnerships.

Today, America’s leading position is clearly visible in a booming U.S. AI industry. Our biggest AI and chip companies have individual market caps that exceed that of the entire FTSE 100. Our four largest AI companies plan to spend nearly $700 billion on AI infrastructure this year, three times more than it cost to put American footsteps on the surface of the Moon. And of the billion people using America’s leading AI platforms, more than three quarters log on from your countries, outside the U.S.

Industry benchmarks show that American AI services are more capable and cost-effective than competitors for nearly every application, and offer greater robustness and security. American chips are many times more advanced and reliable than alternatives—sought by nations spanning the globe, both west and east. And when competitor nations claim to have made breakthroughs in frontier models, U.S. companies recognize the tell-tale signs of American innovation.

The gold standard in AI is made in America.

International discussion of AI has evolved, as this summit itself attests. We have moved from gathering to talk about AI safety to calling for AI action, and now we are here to consider AI impact.

I think this is clearly a positive development. But it is not clear to me that these forward-thinking changes in how we describe these gatherings are much more than cosmetic. Too many international forums, such as the U.N.’s Global Dialogue on AI Governance, maintain a general atmosphere of fear.

We must replace that fear with hope. We cannot allow AI to become, as nuclear power was for many decades, a foundation for a future of abundance, abandoned and left unrealized.

Ideological, risk-focused obsessions, such as climate or equity, become excuses for bureaucratic management and centralization. In the name of safety, they increase the danger that these tools will be used for tyrannical control.

I believe that if we embrace AI and exercise its power well, it will advance human flourishing and drive unprecedented prosperity.

Focusing AI policy on safety and speculative risks, however, rather than concrete opportunities, inhibits a competitive ecosystem, entrenches incumbents, and isolates developing countries from full participation in the AI economy.

Adoption remains the critical bottleneck in realizing AI’s potential to transform industries and unleash new productivity. I will address international AI adoption trends shortly, but, in the American context, I see two main limiting factors.

One is trust. Regulatory and non-regulatory policy frameworks that safeguard the public interest are necessary to earn the public’s trust in AI. To give the American people confidence in these tools, the Trump Administration seeks to support legislators as they construct a national policy framework that protects children, prevents censorship, respects intellectual property, and safeguards our workers, families, and communities.

The other primary limiting factor to U.S. AI adoption is regulatory certainty and clarity. It is our position that, with smart updates to existing frameworks to reflect new technological realities, use-case and sector-specific regulation best allows adoption. This gives industry confidence that tomorrow’s rules will be common-sense developments of today’s, allowing them to focus on creative deployment.

AI governance must focus on the particular needs and interests of particular people, and so it must be local.

As the Trump Administration has now said many times: We totally reject global governance of AI. We believe AI adoption cannot lead to a brighter future if it is subject to bureaucracies and centralized control.

Prioritizing AI for your people does not mean joining international efforts that are either purely symbolic or a sacrifice of national self-determination.

It does not mean constructing a regulatory regime that exchanges your countries’ capacity to build and innovate for the self-satisfaction of technocrats.

It does not mean isolating yourself, hoping to reconstruct the whole AI stack from scratch even as you are left behind.

Prioritizing AI for your people means pursuing a sovereign AI capability for your country now. This begins with the rapid adoption of the best components of the technology stack available, while your national champions work to develop their own.

Real AI sovereignty means owning and using best-in-class technology for the benefit of your people, and charting your national destiny in the midst of global transformations. It does not mean waiting to participate in an AI-enabled global market until you have tried and failed to build full self-sufficiency.

Complete technological self-containment is unrealistic for any country, because the AI stack is incredibly complex. But strategic autonomy alongside rapid AI adoption is achievable, and it is a necessity for independent nations. America wants to help.

We believe that independent partners are critical to unlocking the prosperity AI adoption can open to all of us. That is why the president launched the American AI Export Program. That is why I am here with you today.

The U.S. setting the gold standard for AI means winning on the merits. We believe American companies and technology succeeds in open competition, and we want to lead an AI ecosystem that works with your local technologies, local datasets, and local languages, rather than imposing global standards or pursuing vendor-lock-in.

America is the only AI superpower willing and able to truly empower partner nations in your pursuit of meaningful AI sovereignty. American companies can build large, independent AI infrastructure, with secure and robust supply chains that minimize backdoor risk. They build it; it’s yours.

American AI companies and open-source models can enable local training and fine-tuning with linguistic and cultural adaptation, without embedded political orthodoxies. And cryptographically protected confidentiality, and world-leading American security, can help you keep your sensitive data within your borders and within your control.

The Trump Administration is passionate about sharing the benefits of American AI, and we have thought long and hard about how we can help make the AI future one of prosperous collaboration and peaceful competition, together.

The United States and the rest of the world can only fully realize the amazing potential of this technology when we share an open, cooperative AI ecosystem built on top of localized, sovereign infrastructure. But as you know, while use of AI tools continues to grow worldwide, the pace of adoption and sophistication of deployment continues to stratify. Developing countries are falling behind developed economies at a fundamental inflection point.

Developed countries face adoption problems similar to America’s, and are primarily concerned about how their native technology companies will fit into a competitive global AI ecosystem. But developing countries face two additional barriers to AI adoption.

One is financing. The AI stack is expensive. Through the enormous energy and material demands of its infrastructure, it brings the digital transformation of our world back into physical reality. Data centers, semiconductors, power production, all of these elements require physical labor and resources. The other barrier is a deficit in the technical sophistication needed to deploy AI tools as effectively as possible.

To help facilitate worldwide adoption of trusted AI systems; the creation of a competitive, open, and interoperable AI ecosystem; and to further the efforts of the American AI Exports Program in both developed and developing partner nations, today I am pleased to announce a U.S. government-wide suite of support initiatives.

To integrate partner nation companies with the American AI stack, ensuring that no country has to choose between completing the stack and developing domestic AI, we have established a National Champions Initiative. We recognize that partners need the chance to build their native technology industries, and believe facilitating this will be a critical part of the exports program.

To facilitate the development of industry-led, open, and secure AI agent standards, and to give the public confidence in this next-generation technology, we are creating an AI Agent Standards Initiative.

To empower developing partner countries to overcome financing obstacles as they import the American AI stack, the U.S. International Development Finance Corporation, the Export-Import Bank of the United States, the U.S. Trade and Development Agency, the Millennium Challenge Corporation, and a new World Bank Fund have all initiated new AI-focused programs.

And to further enable AI adoption in the developing world, the Trump Administration is bringing America’s historic Peace Corps into the 21^st Century with the launch of the Tech Corps. This new initiative will embed volunteer technical talent with import partners to provide last-mile support in deploying powerful AI applications for enhanced public services. In everything from energy and education, to manufacturing and medicine, to transportation and agriculture, I am confident that the American AI stack can be key to unlocking new economic and social benefits for your people.

The hope of the United States is that the pursuit of real AI sovereignty—the adoption and deployment of sovereign infrastructure, sovereign data, sovereign models, and sovereign policies within your borders, under your control—will become an occasion for bilateral diplomacy, international development, and global economic dynamism.

The American AI Exports Program exists to make that happen.  

The U.S. wants to share the American AI stack, because this technology presents the opportunity to lead—as our nation’s Founders did 250 years ago—a revolution in human history, to the benefit of all mankind. These tools, used well, will unlock new knowledge of our world and new sources of prosperity, and challenge us to grow the strength of our humanity to match our growing capabilities.

American AI is settling a new frontier, but America does not seek to build this new future alone. So, I ask you to join us.

ACHIEVING RECIPROCAL TRADE: Today, the Trump Administration finalized a landmark trade agreement with Indonesia that will provide Americans with unprecedented market access and unlock major breakthroughs for America’s manufacturing, agriculture, and digital sectors.

• President Donald J. Trump and Indonesian President Prabowo Subianto also signed a document today confirming their strong commitment to implementing this agreement.
• Key terms of the U.S.-Indonesia Agreement on Reciprocal Trade include:
  • Indonesia will eliminate tariff barriers on over 99% of U.S. products exported to Indonesia across all sectors, including for agricultural products, health products, seafood, information and communications technology, automotive products, and chemicals.
  • Indonesia will address a range of non-tariff barriers, such as exempting U.S. companies and originating goods from local content requirements, accepting U.S. federal motor vehicle safety and emission standards, accepting FDA standards for medical devices and pharmaceuticals, removing burdensome certification and labeling requirements, eliminating pre-shipment requirements, and taking steps to resolve many long-standing intellectual property issues.
  • Indonesia will address and prevent barriers to U.S. agricultural products being sold in the Indonesian market, including by exempting food and agricultural products from all of Indonesia’s import licensing regimes and ensuring transparency and fairness with respect to geographical indications, including meats and cheeses, and more.
  • Indonesia has committed to eliminate barriers for digital trade, including eliminating existing HTS tariff lines on “intangible products”; supporting a permanent moratorium on customs duties on electronic transmissions at the World Trade Organization immediately and without conditions; and ensuring a level playing field for U.S. electronic payment service companies.
  • Indonesia has committed to join the Global Forum on Steel Excess Capacity and take actions to address global excess capacity in the steel sector and its impacts.
  • The United States and Indonesia will cooperate to increase supply chain resilience, address duty evasion, and ensure adequate export controls and investment security. Indonesia will remove restrictions on exports to the United States for all industrial commodities, including critical minerals.
  • Indonesia has committed to adopt and implement a forced labor import ban and remove provisions from its labor laws that restrict workers and unions from fully exercising freedom of association and collective bargaining rights.
  • The United States and Indonesia commend the massive commercial deals reached of approximately $33 billion worth of investment in agriculture, aerospace, and energy in the United States – further increasing U.S. exports to Indonesia. This includes:
    • Purchases of approximately $15 billion of U.S. energy commodities.
    • Procurement of commercial aircraft and aviation-related goods and services of approximately $13.5 billion, including from Boeing.
    • Purchases of over $4.5 billion of U.S. agricultural products.

• Freeport-McMoRan signed a Memorandum of Understanding with Indonesia to extend its mining license and expand operations in the Grasberg minerals district, the world’s second largest copper mine. This deal will generate an expected $10 billion in annual revenue and will further strengthen U.S. supply chains for critical minerals.
• President Trump has delivered a forward-looking, expansive trade deal in one of the biggest markets in Southeast Asia, benefitting American workers, exporters, farmers, and digital innovators.

THE PROSPEROUS PATH FORWARD: In the coming weeks, the United States and Indonesia will undertake applicable domestic procedures to make the Agreement effective.

• The United States will maintain a 19% reciprocal tariff rate for imports from Indonesia, except for certain identified products which will receive a 0% reciprocal tariff rate.
  • The United States committed to establish a mechanism allowing certain textile and apparel goods from Indonesia to receive a 0% reciprocal tariff rate for a to-be-specified volume of apparel and textile imports. This volume will be determined in relation to the quantity of exports of textiles produced from American cotton and man-made fiber textile inputs from the United States.
• The United States may positively consider the effect that the Agreement has on national security, including taking the Agreement into consideration when taking trade action under section 232 of the Trade Expansion Act of 1962, as amended (19 U.S.C. 1862).
• The United States currently runs its 15^th largest goods trade deficit with Indonesia.
  • The U.S. total goods trade deficit with Indonesia was $23.7 billion in 2025.
  • Before this deal, Indonesia’s simple average applied tariff was 8% while the U.S. average applied tariff was 3.3%. 

LIBERATING AMERICA FROM UNFAIR TRADE PRACTICES:  President Trump has challenged the assumption that American workers and businesses must tolerate unfair trade practices that have disadvantaged them for decades and contributed to our historic global trade deficit.

• On April 2, 2025, President Trump declared a national emergency in response to the large and persistent U.S. goods trade deficit caused by a lack of reciprocity in our bilateral trade relationships, unfair tariff and non-tariff barriers, and U.S. trading partners’ economic policies that suppress domestic wages and consumption.
• President Trump continues to advance the interests of the American people by removing tariff and non-tariff barriers and expanding market access for American exporters.
• The United States has reached trade agreements with major U.S. trading partners covering more than half of global GDP.
• Today’s announcement shows that America can defend its domestic production and strengthen its defense industrial base while obtaining expansive market access with our trading partners.

President Donald J. Trump is delivering real progress in making homeownership and housing more affordable for American families. Now, fresh data from Freddie Mac shows that mortgage rates have fallen to their lowest level since September 2022 — underscoring the Trump Administration’s ongoing commitment to lowering costs for hardworking Americans.

“This lower rate environment is not only improving affordability for prospective homebuyers, it’s also strengthening the financial position of homeowners,” Freddie Mac stated in its latest Primary Mortgage Market Survey.

These encouraging developments are part of a broader wave of positive momentum in the housing market under President Trump’s leadership:

• The average 30-year fixed mortgage rate has dipped to a new multi-year low, driving monthly housing payments to their most affordable levels in over two years and mortgage affordability to a four-year high.
• The National Association of Realtors’ Housing Affordability Index has climbed to its highest level since March 2022 as family incomes rise and rates moderate, marking seven straight months of improvement.
• Apartment rents have declined for six straight months, dipping to their lowest level in four years.
• In 2025, 62% of homebuyers purchased properties at a discount to the original listing price — the highest share since President Trump’s first term.
• Mortgage refinance applications have surged 132%, allowing homeowners to lock in lower rates and save thousands annually.
• Home purchase applications are up nearly 10% over last year, signaling growing confidence among buyers.
• Builders are accelerating construction, with housing starts at a five-month high.

President Trump is also taking decisive action to further drive down costs and expand access to homeownership:

• President Trump directed Fannie Mae and Freddie Mac to purchase $200 billion in mortgage-backed securities to further drive down borrowing costs.
• President Trump took executive action to prohibit large institutional investors from buying single-family homes that should be available for everyday American families.
• The Trump Administration barred illegal aliens from accessing taxpayer-backed mortgages, ensuring resources are directed to U.S. citizens.
• The Trump Administration eliminated the burdensome Affirmatively Furthering Fair Housing rule, saving Americans tens of millions of dollars annually and streamlining local housing decisions.

The Trump Administration remains fully committed to building a strong, accessible housing market that works for every American family. This includes continued efforts to combat inflation, support job creation, increase housing supply, and promote long-term prosperity — so that all Americans can thrive and own their piece of the American Dream.

Today, our Nation commemorates the 81st anniversary of the Battle of Iwo Jima—a monumental struggle that advanced the cause of victory in the Pacific Theater during the Second World War.

Under a clear morning sky on February 19, 1945, the United States Marines prepared to storm the beaches of Iwo Jima, a remote but heavily fortified island 750 miles from Tokyo.  For years, American forces had been locked in a great island-by-island campaign across the Pacific against imperial Japan.  Iwo Jima’s capture promised a vital foothold for Allied operations and a critical step toward the enemy’s homeland.

When the first Marines charged ashore, they came under fire from Japanese defenders hidden in bunkers and tunnels carved into the island’s rocky terrain.  Determined to take the island, Marines pressed deeper inland over 5 punishing weeks, backed by the thunder of American Naval firepower and fighting yard by yard through smoke, ash, and the fire of guns amid constant shelling and ferocious infantry charges.

As the brutal fight raged on, individual acts of unmatched courage began to define the battle.  Among the countless heroes was the legendary Corporal Hershel “Woody” Williams.  Tasked with destroying deeply entrenched enemy positions, Woody advanced time and again under intense gunfire, armed with nothing but a flamethrower.  For more than 4 hours, he singlehandedly cleared a path for American tanks after the rest of his comrades fell—retreating from the front line five times to resupply before returning and successfully completing his mission.  Woody’s extraordinary valor earned him the Medal of Honor.  In total, 27 Medals of Honor were awarded for actions at Iwo Jima, the most of any single battle in World War II.

After 36 days of brutal combat, Japanese resistance ended, securing Iwo Jima’s place among the most consequential and hard-fought battles in American history.  Early in the campaign, the raising of the Stars and Stripes atop Iwo Jima’s highest peak, Mount Suribachi, became an enduring image—an unmistakable symbol of American resolve, sacrifice, and victory in the Pacific.

Of the 70,000 servicemen who fought at Iwo Jima, nearly 7,000 of America’s finest Marines gave their lives on the island in defense of our freedom—offering the full measure of their devotion to the Republic they served until their very last breath.  As we commemorate the Battle of Iwo Jima and as we celebrate 250 years of American independence, we remember the enormous sacrifices of the Greatest Generation, and we renew our solemn promise to honor their legacy by defending the liberties they secured.

As President Donald J. Trump visits Georgia today, he returns to a state that is seeing real recovery, safer communities, and renewed strength under his leadership — as more work remains to fully reverse the economic damage of the Biden era. These are meaningful victories for Georgia families and workers, yet President Trump is resolute: He will not rest until every Georgian enjoys lower prices, higher wages, secure communities, and prosperity that reaches every corner of the state.

Lower energy costs are putting money back in Georgians’ pockets.

Tax relief is boosting take-home pay for working families.

• Thanks to President Trump’s and Republicans’ Working Families Tax Cuts Act, the average Georgia family is saving $3,086 on their taxes this year.
• Georgians stand to see wages rise by up to $6,700 per person over the next several years.
• Tax reforms will protect 204,000 Georgia jobs in the coming years.
• Georgia is receiving an investment of more than $218 million in rural health care thanks to Republicans — strengthening communities across the state.

The Trump Administration’s ICE has taken scores of criminal illegal aliens — including killers, rapists, and drug dealers — off Georgia’s streets.

• A criminal illegal alien from Mexico — who was already deported once before — was arrested and charged with raping an 11-year-old girl while her 10-year-old sister was in the room.
• A criminal illegal alien from Mexico — who already had an active warrant for murder — was arrested.
• A criminal illegal alien from El Salvador with convictions for seven counts of felony burglary was arrested.
• A criminal illegal alien from Honduras with pending charges for battery of an unborn child, assault on a female, and domestic violence was arrested.
• A criminal illegal alien from Canada and convicted firearms trafficker, alleged gang member, and former member of Canada’s Top 25 Most Wanted List, was arrested.

Home affordability is showing positive movement — with much more relief on the way as President Trump implements his home affordability agenda.

• The average price of a Georgia home is down nearly 2% over last year.
• In the Atlanta metro area — one of the top 20 metro areas with the largest illegal alien population — the median home listing price is down 4.1% over the past year, ranking near the top in falling home prices.

Critical infrastructure and disaster recovery support continues to flow.

• The Trump Administration recently announced more than $1 billion in funding now available to Georgia communities and healthcare facilities.

Major investments are creating jobs and economic opportunity across the state, with companies committing billions to Georgia projects.

• As part of Japan’s $550 billion investment pledge to the United States, a $600 million synthetic diamond grit facility is advancing in Georgia to meet critical manufacturing and semiconductor needs while reducing reliance on foreign supplies.
• Amazon Web Services plans to invest an estimated $11 billion to expand infrastructure in Georgia, projected to create at least 550 high-skilled jobs.
• Salesforce is investing $15 million to grow its Georgia presence, adding over 250 new jobs.
• JS Link announced a $223 million investment for a rare earth magnet plant, expected to create 520 new jobs.

The proof is in the progress: Lower costs, more opportunities, safer communities, and renewed economic energy mean Georgia families are winning again under President Trump — and the best is yet to come. Republican leadership is building a brighter, more prosperous future for all Georgians — and today’s visit underscores President Trump’s unrelenting commitment to finishing the job.

BOLSTERING NATIONAL SECURITY BY PRESERVING CRITICAL SUPPLY CHAINS: Today, President Donald J. Trump signed an Executive Order mobilizing the Defense Production Act to protect domestic production of elemental phosphorus and glyphosate-based herbicides — two critical inputs essential to military readiness and America’s agricultural strength, respectively.

• The Order finds that any interruption of supply of either of these critical materials could leave our defense industrial base and food supply vulnerable to hostile foreign actors.
• The Order delegates the President’s authority under the Defense Production Act to the Secretary of Agriculture to require the performance of contracts or orders related to these materials to promote the national defense, and to determine the proper allocation of materials, services, and facilities necessary to ensure a continued and adequate supply of these products. It directs the Secretary of Agriculture to exercise that authority in consultation with the Secretary of War.
• The Order directs the Secretary of Agriculture to issue orders and regulations as needed for implementation.

COUNTERING THREATS TO AMERICA’S DEFENSE AND FOOD SECURITY: President Trump is acting to ensure domestic production of elemental phosphorus and glyphosate-based herbicides, the loss of which would cripple critical supply chains.

• Elemental phosphorus is a key input in defense supply chains — crucial for smoke, illumination, and incendiary devices, semiconductors in radar, solar cells, sensors, and optoelectronics, and modern lithium-ion battery chemistries used in weapon system supply chains.
• Elemental phosphorus is also a critical precursor element for the production of glyphosate-based herbicides, which are the most widely used crop-protection tools in U.S. agriculture — enabling efficient food and livestock feed production that protects food supply chains and ensures the availability of healthy, affordable food options within reach for American families.
• With only one domestic producer of elemental phosphorus and glyphosate-based herbicides, and U.S. needs far exceeding current output, the threat of reduced or ceased production gravely endangers national security and defense, which includes food-supply security.
• The Administration continues to support research and investment into next-generation crop protection technologies, but ensuring a stable supply of existing critical inputs remains essential to safeguarding food security and national defense.

ADVANCING AMERICA FIRST INDUSTRIAL STRENGTH: President Trump has consistently prioritized policies that secure domestic supply chains, protect national defense, and support American agriculture and families.

• In March 2025, President Trump signed an Executive Order allowing the Defense Production Act to be used to expand domestic mineral production capacity.
• In April 2025, President Trump signed an Executive Order to revitalize America’s maritime industry to strengthen the nation’s economic and national security.
• In May 2025, President Trump leveraged the Defense Production Act to enhance domestic capability to manage spent nuclear fuel, as part of the Administration’s push to expedite and promote the production and operation of nuclear energy.
• President Trump has repeatedly used Section 232 tariffs to protect against threats to our national security and to strengthen manufacturing sectors critical for our national and economic security.
• President Trump has also secured billions of dollars in private-sector and foreign investments to expand domestic manufacturing capacity and strengthen America’s industrial base.

Section 1.  Policy and Findings.  Elemental phosphorus is pervasive in defense supply chains and is therefore crucial to military readiness and national defense.  It is a key input in smoke, illumination, and incendiary devices and is a critical component for manufacturing the semiconductors that are central to numerous defense technologies, such as radar, solar cells, sensors, and optoelectronics.  It is also increasingly important in modern lithium-ion battery chemistries used in a multitude of weapon-system supply chains.  For these and other reasons, on November 7, 2025, the Department of the Interior, acting pursuant to the Energy Act of 2020, designated phosphate as a critical mineral.

Elemental phosphorus is also a critical precursor element for the production of glyphosate-based herbicides, which play a critical role in maintaining America’s agricultural advantage by enabling farmers to efficiently and cost-effectively produce food and livestock feed.  As the most widely used crop protection tools in United States agriculture, glyphosate-based herbicides are a cornerstone of this Nation’s agricultural productivity and rural economy, allowing United States farmers and ranchers to maintain high yields and low production costs while ensuring that healthy, affordable food options remain within reach for all American families.   

There is no direct one-for-one chemical alternative to glyphosate-based herbicides.  Lack of access to glyphosate-based herbicides would critically jeopardize agricultural productivity, adding pressure to the domestic food system, and may result in a transition of cropland to other uses due to low productivity.  Given the profit margins growers currently face, any major restrictions in access to glyphosate-based herbicides would result in economic losses for growers and make it untenable for them to meet growing food and feed demands.

Ensuring an adequate supply of elemental phosphorus and glyphosate-based herbicides is thus crucial to the national security and defense, including food-supply security, which is essential to protecting the health and safety of Americans.  Nonetheless, the United States’ ability to domestically produce those critical inputs is extremely limited.  Indeed, there is only a single domestic producer of elemental phosphorus and glyphosate-based herbicides, and this producer does not meet our annual needs for those inputs.  For that reason, more than 6,000,000 kilograms of elemental phosphorus are imported from other countries annually.  Future reduction or the cessation of domestic production of elemental phosphorus and glyphosate-based herbicides would gravely threaten American national security by disrupting, and requiring the further offshoring of, this Nation’s defense supply chain including by having a debilitating impact on domestic agricultural capabilities.

I accordingly find that, consistent with the Department of the Interior’s designation, elemental phosphorus is a scarce material that is critical to national defense and security.  Our Nation’s inadequate elemental phosphorus production, which must sustain both defense manufacturing and our significant agricultural needs, and the threat of increased domestic scarcity leave us vulnerable to hostile foreign actors and pose an imminent threat to military readiness. 

Consistent with these findings, I find that ensuring robust domestic elemental phosphorus mining and United States-based production of glyphosate-based herbicides is central to American economic and national security.  Without immediate Federal action, the United States remains inadequately equipped and vulnerable.  Accordingly, I hereby find, pursuant to section 101 of the Act, that domestic elemental phosphorus and glyphosate-based herbicides meet the criteria specified in section 101(b) of the Act (50 U.S.C. 4511(b)).

Sec. 2.  Ensuring an Adequate Supply of Elemental Phosphorus and Glyphosate-Based Herbicides.  (a)  Notwithstanding Executive Order 13603 of March 16, 2012 (National Defense Resources Preparedness), the authority of the President conferred by section 101 of the Act to require performance of contracts or orders (other than contracts of employment) to promote the national defense over performance of any other contracts or orders, to allocate materials, services, and facilities as deemed necessary or appropriate to promote the national defense, and to implement the Act in subchapter III of chapter 55 of title 50, United States Code (50 U.S.C. 4554, 4555, 4556, 4559, 4560), is delegated to the Secretary of Agriculture (Secretary) with respect to ensuring a continued and adequate supply of elemental phosphorus and glyphosate-based herbicides.

(b)  The Secretary shall use the authority under section 101 of the Act (50 U.S.C. 4511), in consultation with the Secretary of War, to determine the proper nationwide priorities and allocation of all the materials, services, and facilities necessary to ensure a continued and adequate supply of elemental phosphorus and glyphosate-based herbicides. 

(c)  The Secretary shall issue such orders and adopt and revise appropriate rules and regulations as may be necessary to implement this order.

(d)  In exercising the authority delegated in this section, the Secretary shall take into account the President’s judgment that domestic production of elemental phosphorus and glyphosate-based herbicides is critical to the national defense.  Accordingly, the Secretary shall ensure that any order, rule, or regulation issued under this section does not place the corporate viability of any domestic producer of elemental phosphorus or glyphosate-based herbicides at risk. 

Sec. 3.  Immunity.  This order confers all immunity provided for in section 707 of the Act (50 U.S.C. 4557).  Additionally, domestic producers of elemental phosphorus and glyphosate-based herbicides are required to comply with this order, in accordance with the provisions of 7 C.F.R. part 789.  

Sec. 4.  General Provisions.  (a)  Nothing in this order shall be construed to impair or otherwise affect:

(i)   the authority granted by law to an executive department or agency, or the head thereof; or

(ii)  the functions of the Director of the Office of Management and Budget relating to budgetary, administrative, or legislative proposals.

(b)  This order shall be implemented consistent with applicable law and subject to the availability of appropriations.

(c)  This order is not intended to, and does not, create any right or benefit, substantive or procedural, enforceable at law or in equity by any party against the United States, its departments, agencies, or entities, its officers, employees, or agents, or any other person.

(d)  The costs for publication of this order shall be borne by the Department of Agriculture.

Today, the First Lady and I join the millions of Christians in the United States and around the world in observing Ash Wednesday—a solemn day of prayer and repentance and the beginning of the Lenten season.

Every Ash Wednesday, Christians receive ashes in the shape of a cross on their foreheads as a visible reminder of our belonging to Jesus Christ and our enduring need for penance.  For the next 40 days, in remembrance of Jesus’ 40 days of temptation in the desert, followers of Christ will pray, fast, and give alms to deepen their faith, reflect on His redeeming Passion and death, and prepare their hearts for the coming Easter miracle.

As the holy season of Lent begins, we are reminded that the practices of prayer, fasting, and almsgiving have been foundational to our strength from the earliest days of our national story.  From the Colonists who turned to prayer and fasting in the heart of the Revolutionary War to the unmatched compassion and generosity of America’s churches, hospitals, and charitable institutions, these righteous acts of faith over the centuries have always stood at the center of our identity, our heritage, and our way of life.

This Ash Wednesday, as we remember the Passion and ultimate sacrifice of Christ on the cross, we send our best wishes for a meaningful Lenten season.  Above all, as we prepare for the triumphant resurrection of Jesus Christ on Easter Sunday—the greatest miracle in the history of mankind—we pause to remember those sacred words:  “This is the time of fulfillment.  The Kingdom of God is at hand.  Repent, and believe in the Gospel.”
