A PROCLAMATION

During Captive Nations Week, we stand in solidarity with all who suffer beneathcommunism and tyranny, and we renew our commitment to advancing the timeless cause of liberty around the world.  That same devotion must hold firm here at home as well, where the evil ideologies of socialism, communism, and totalitarianism will never be allowed to take root.  As one Nation, we vow to ensure our Republic remains the fiercest guardian of freedom and democracy the world has ever known.

Communism has always been a doctrine of darkness, promising equality and prosperity while delivering misery and ruin. Centuries of bloodshed prove that communism has failed every society that has ever embracedit.  This wicked creed scorns the individual and treats human beings as property of the state — while, in America, we know the God-given truth that our individual rights flow from our Creator, beyond the reach of any ruler or regime.  No country has confronted this evil more courageously than the United States, whose fearless people, holding fast to the conviction that government belongs to the governed, have stood victorious against tyranny and proven that the indomitable might and unmatched resolve of our Nation will always prevail against tyranny.  

Today, communism remains the gravest threat our Nation faces, and my Administration is confronting it with relentless determination.  Under my leadership, we are defending the sacred rights at the heart of our Republic:  life, liberty, the pursuit of happiness, and the freedom to worship Almighty God without fear.  Through the Religious Liberty Commission, we are confronting anti-religious bias and defending the constitutional rights of every American while the White House Faith Office empowers houses of worship and faith-based groups to serve families and communities across our land.  That same promise drives us to usher in a new Golden Age of prosperity, safeguarding the free market that fuels our greatness and unleashing the boundless abundance of our economy for every citizen.  In preserving these blessings, America offers hope to every captive people who dream of sharing in them and to the nations yearning to be free.  

For over 250 years, our Nation has stood as the world’s beacon of liberty, and during Captive Nations Week, we vow never to forget the oppressed suffering under communist regimes.  America will never be a communist country, and we will never bow to socialism or the evil ideologies that seek to destroy the essence of who we are as a people and what we stand for as a Nation. We stand with all who yearn to breathe free, are imprisoned for speaking truth, punished for their faith, and denied the abundance that liberty alone can bring.  Together, we will continue to champion peace, prosperity, sovereignty, religious liberty, and human dignity around the world– and as long as America stands, the cause of freedom will never be extinguished.

The Congress, by Joint Resolution approved July 17, 1959 (73 Stat. 212), has authorized and requested the President to issue a proclamation designating the third week of July of each year as “Captive Nations Week.”

NOW, THEREFORE, I, DONALD J. TRUMP, President of the United States of America, by virtue of the authority vested in me by the Constitution and the laws of the United States, do hereby proclaim July 19 through July 25, 2026, as Captive Nations Week.  I call upon all Americans to reaffirm our commitment to supporting those around the world striving for liberty, justice, and the rule of law with appropriate ceremonies and activities.

For two and a half centuries, America’s proud legacy has been shaped by visionaries and builders who have chased excellence and reached for the impossible.  During Made in America Week, we celebrate the mighty engine of American manufacturing, driven by the businesses and workers who power our economy, and recommit to building a future where our greatest works are yet to come.

American craftsmanship has long been woven into the fabric of our national identity.  From the factory floors and steel mills to the family-owned shops that line our Main Streets, the ingenuity of our manufacturers and the labor of our workers have built the greatest industrial engine the world has ever known, making the United States the most productive and prosperous Nation in human history.  We are a people who never stop building, forever summoned by destiny to reach even greater heights.

Yet our hard-earned greatness has come under siege.  Decades of disastrous trade policies surrendered our industrial strength to foreign nations in the name of producing cheaper goods — undercutting our workers, hollowing out our manufacturing base, and weakening our national security. For too long, Washington bureaucrats have sold out American workers in exchange for cheap foreign labor, trading away the livelihoods of the very people who made ourcountry great.  To proudly emblazon those beautiful words “Made in America” once again, we must restore America’s capacity to manufacture here at home.  Thanks to my Administration’s landmark trade deals, we are ushering in the greatest reshoring wave in our history as companies finally return home, investing trillions of dollars intoour economy and adding over 900,000 American jobs.

Earlier this year, I proudly signed an Executive Order to ensure the truthful advertising of products claiming to be “Made in the U.S.A.”  I also recently directed all Federal agencies to purchase American-made goods to support the very citizens we are designed to serve, not our competitors abroad. Last year, I was proud to sign the historic Working Families Tax Cuts Act into law, making the 20 percentSmall Business Tax Deduction permanent — a single measure that will generate $750 billion in economic growth and create over 1 million Main Street jobs, empowering our domestic manufacturers to thrive like never before.  We are also delivering 100 percentexpensing for new factories, improvements, equipment, and research and development efforts while my Administration continues to strip away the needless regulations that have constrained our producers for far too long. The results speak for themselves:  To close out the first quarter of 2026, American manufacturing added jobs for the first time in 3 years, a powerful sign that a new Golden Age of American industrial might has only just begun.

Every product stamped Made in America is a proud salute to the American People, whose hard work, and grit sustain the prosperity of our Nation.  This week, we honor our workers, industries, and communities, whose labor powers the enduring strength of our glorious Republic. Together, we will forge an even greater and brighter future, one proudly built and Made in America.

Last night, President Donald J. Trump released newly declassified intelligence that had been hidden from the American people for years. The documents reveal that foreign adversaries, led by China, have compromised U.S. voter data on a massive scale and that America’s election infrastructure remains dangerously vulnerable to hacking and manipulation — intelligence that officials deliberately suppressed.

Radical Left Democrats and their Fake News allies immediately moved to discredit, downplay, and distract from the shocking disclosures. Here are the facts:

CLAIM: “President Trump’s address contained no new information.”

• FACT: President Trump released a substantial body of newly declassified intelligence that had never been made public — or even shared with the President at the time. This includes assessments confirming that China, Russia, Iran, North Korea, and other malign actors have the capability to compromise U.S. election infrastructure, as well as evidence that the Maduro regime in Venezuela successfully developed methods to digitally alter vote totals in undetectable ways — information that has major implications in our own elections.

CLAIM: “We already knew foreign adversaries try to interfere in our elections.”

• FACT: The point is to expose the extent to which foreign adversaries were attempting to interfere in our election. For example, President Trump exposed how China obtained the personal data of 220 million American voters — names, addresses, phone numbers, and party affiliations — during the 2020 election cycle, representing the largest known compromise of U.S. voter information in history. Intelligence agencies knew about this breach in at least 18 states and kept it hidden from the President and Congress.

CLAIM: “President Trump was in office in 2020, so he was undermined by his own team.”

• FACT: That is exactly the point: Deep State elements within the government withheld important assessments from President Trump. One analyst admitted to “deliberately massaging” the President’s Daily Brief to keep election-related intelligence out, while an FBI official even described running “a shadow government” to prevent this information from reaching the President.

CLAIM: “The voter data China obtained is already public information anyway.”

• FACT: When China obtained similar data on British voters, the Biden Administration responded with sanctions and criminal charges. When Iran hackers obtained just 100,000 American voter files, the Biden Department of Justice brought indictments. Yet when China acquired data on 220 million Americans, these same officials stayed silent and covered it up — an indefensible double standard.

CLAIM: “There is no evidence they were able to change the outcome of votes.”

• FACT: This is a deliberate attempt to change the subject. In his remarks, President Trump did not make a claim about past elections; he exposed dangerous, ongoing vulnerabilities in America’s election systems that foreign adversaries have both the intent and capability to exploit, and revealed that senior intelligence officials deliberately hid this intelligence from the President and the American people.

CLAIM: “The number of non-citizens on voter rolls is insignificant.”

• FACT: A Department of Homeland Security review identified approximately 278,000 non-citizens registered to vote in federal elections across just four states that cooperated with the Department’s request. Because many Democrat-led states refused to provide their voter files, the actual number is significantly higher.

CLAIM: “There is no evidence of fraud or irregularities in our elections.”

• FACT: The declassified documents detail how clear evidence of fraud was deliberately buried. In one case, an investigation discovered Democrat-aligned canvassers in Michigan forged voter registrations, submitted applications for nonexistent people, and received gift cards based on the volume of fraudulent registrations they produced in the weeks leading up to the 2020 election. Despite the evidence, the Biden Justice Department slow-walked the investigation for years.

CLAIM: “Mail-in voting is safe and secure.”

• FACT: Multiple independent analyses have warned for years about the heightened risks of mail-in ballots. The bipartisan Commission on Federal Election Reform concluded that absentee ballots are “the largest source of potential voter fraud.” The MIT Election Data + Science Lab has noted that fraud appears more frequent with mail voting than in-person voting. A Heartland Institute/Rasmussen poll found that 21% of mail-in voters admitted to at least one form of fraud in the 2020 election. The Heritage Foundation has documented widespread vulnerabilities to theft, forgery, and coercion.

President Trump is demanding accountability. He has directed the Director of National Intelligence, Department of Justice, FBI, and CIA to investigate how this critical intelligence was hidden from the sitting President and the American people — and to hold those responsible accountable, including potential criminal charges.

Trump released newly declassified documents that reveal foreign election interference, serious vulnerabilities in U.S. election infrastructure, and deliberate efforts by intelligence officials to withhold critical information from the President and the American people.

Vice President JD Vance: “Election integrity is not a partisan issue, it is an AMERICAN ISSUE. Let us unite and pass the SAVE America Act and ensure every American’s right to vote in a free and fair election is protected.”

Today, we celebrate the birthday of Saint Frances Xavier Cabrini—a woman of boundless faith and limitless charity, a towering Italian American hero, and the first American citizen ever proclaimed a saint by the Catholic Church.

From a young age in Northern Italy, Francesca Cabrini already knew that God was calling her to a life of service as a missionary.  After founding the Missionary Sisters of the Sacred Heart of Jesus, she answered the call to go “not to the East, but to the West,” where she ministered to Italian immigrants who worked to build new lives in America while remaining steadfast in their faith.

Arriving in New York City in 1889 with nothing but their unshakable faith in Almighty God, Mother Cabrini and her sisters opened hospitals, orphanages, and schools that comforted the sick, cared for children, and provided for the weary.  Mother Cabrini’s work rekindled the faith of thousands of Catholics and prepared generations to flourish as proud Americans.  She met every challenge and hardship with an inexhaustible zeal, and through her tireless devotion, she opened 67 charitable institutions across the world.  Today, the legacy Mother Cabrini began continues through the work of the Missionary Sisters and through the Italian American community whose deep devotion to faith and family enriches our Nation.

An immigrant who proudly became a citizen of the United States, Saint Frances Xavier Cabrini cherished America as her beloved home and revered with all her heart the beauty, freedoms, and liberties that make our Nation exceptional.  Her tireless pursuit of the common good, her unceasing devotion to Jesus Christ, and her measureless generosity embody the very virtues that have made America the greatest force for good the world has ever known.

President Trump’s bold vision to secure and accelerate American artificial intelligence (AI) innovation is being actioned through the creation of “GOLD EAGLE,” a clearinghouse that enables unprecedented cybersecurity vulnerability coordination. Open-source software partners and American critical infrastructure companies built a coordinated system to receive and patch cyber vulnerabilities at a speed and scale never seen before using the existing authorities and resources of the federal government.

The White House, the Department of the Treasury (Treasury), the Department of Homeland Security (DHS) through the Cybersecurity and Infrastructure Security Agency (CISA), and the Department of War (DOW) have worked closely with industry partners to enable faster exploit detection and develop a rapid and prioritized response to cyber vulnerabilities across our critical infrastructure sectors.

PROVIDING REGULATORY RELIEF: Today, President Donald J. Trump signed a proclamation granting two years of regulatory relief from stringent Biden-era regulations that have hampered sectors vital to national security.

• The proclamations cover certain chemical manufacturers that produce chemicals used in semiconductor production, medical device sterilization, advanced manufacturing, and national defense systems.
• The proclamation allows certain critical facilities to comply with the EPA standards that were in place before the Biden Administration rulemakings for a period of two years.
• The exemptions ensure that facilities in these critical industries can continue to operate uninterrupted to support national security without incurring prohibitive costs or having to comply with unattainable standards.

REDUCING BURDENSOME RESTRICTIONS: President Trump recognizes that overly restrictive environmental regulations undermine America’s energy reliability, economic vitality, and national security.

• Biden-era emissions standards impose costly and, in some cases, unattainable compliance requirements on industries essential to national interests.
• The technologies necessary to comply with these Biden-era standards are further not commercially viable in many instances.

Shutdowns could increase our reliance on foreign supply chains for semiconductors, reduce our ability to provide sterile medical equipment for public health and military readiness, and reduce the supply of steel that we need to support critical infrastructure.
