Today, the Council on Environmental Quality (CEQ) announced the innovators invited to showcase their technology solutions at the inaugural Permitting Innovators Expo on July 31 in the Washington, D.C. area.

Following President Trump’s directive to update permitting technology for the 21st century, CEQ invited industry partners to submit technology solutions that could accelerate and modernize federal environmental reviews and permitting. A panel of professionals with relevant experience reviewed the pool of submissions using CEQ’s evaluation criteria, considering whether the solutions have the potential to address key technology gaps outlined in the Permitting Technology Action Plan. CEQ reviewed the evaluations prior to making final selections.

The selected technology solutions represent a range of approaches to improving federal permitting, including tools that support document analysis, workflow management, data access and integration, and routine task automation.

The innovators will demonstrate their technology solutions at the Permitting Innovators Expo on July 31 to federal agencies and industry leaders working to modernize environmental review and permitting. Anyone interested in attending the Permitting Innovators Expo may submit an interest form.

CEQ will also highlight technology solutions in the Permitting Innovators Solutions Catalog, which will be shared with federal agencies in late 2026.

STRENGTHENING THE U.S. DEFENSE INDUSTRIAL BASE: This week, at NATO’s 2026 Ankara Summit, President Donald J. Trump announced a surge in defense investment from Allies, increasing market access for American companies and supporting thousands of high-paying American manufacturing jobs. 

• $3 billion in major deals and joint ventures were announced at the Summit that will expand the Arsenal of Freedom: 
  • Lockheed Martin will work to establish a Patriot Advanced Capability-3 (PAC-3) Missile Sustainment Facility in Europe.
  • Northrup Grumman will sign Letters of Interest with 10 Nations to purchase MQ-4C Tritons, expanding NATO’s Allied Ground Surveillance program into the maritime domain.            
  • Lockheed Martin and Rheinmetall will partner on Army Tactical Missile System (ATACMS) production in Europe.
  • RTX and the Department of War will launch their Advanced Medium-Range Air-to-Air Missile (AMRAAM) feasibility Study to expand production in Europe.
  • Germany and the Netherlands will buy Raytheon’s Stinger missile with European production as a condition of the bulk procurement. They aim to double the Stinger production volume by 2030.
  • Boeing and Rheinmetall-Italy will explore a partnership opportunity to expand production and sustainment for Boeing’s Small Diameter Bomb (SDB-I) for Europe.
  • Anduril will commit to provide Poland with Barracuda-500 missiles, leading to a new production line in country.
• Procurement Coalitions will be utilized for NATO Allies to join together to create the demand signal needed to boost procurement of key capabilities. This approach will lower unit costs, ramp up production, and close capability gaps. 
• NATO’s surge in investment opens a pathway for small and medium-sized American companies to market their products, innovate, and accelerate deliveries across the Alliance. 

PRIORITIZING AMERICA FIRST FOREIGN POLICY: President Trump’s leadership has produced a generational shift in NATO, ramping up allies’ stake in industrial expansion and creating jobs for thousands of American workers. 

• This new approach – NATO 3.0 – moves the Alliance toward greater burden sharing and self-reliance.
• A more balanced Alliance frees critical American resources for homeland defense and secures our vital national interests beyond Europe. 
• In 2025, European defense spending supported nearly 200,000 American jobs, including 112,000 positions from U.S. defense contractor sales and 83,000 jobs from European defense firms operating in the United States. 
• President Trump’s America First Arms Transfer Strategy ensures that the surge in allies’ spending will benefit the U.S. defense industry, reindustrializing America while arming our partners with the best capabilities in the world. 

RESTORING BALANCE TO NATO: President Trump is transforming NATO from a model of dependency to one of true partnership, restoring the focus and determination of the founding Alliance. 

• In June 2025, President Trump secured a historic commitment from NATO allies to invest 5 percent of their GDP annually in defense by 2035 — the most ambitious pledge in the history of the Alliance. 
• Allied investment jumped more than 20 percent last year alone, with allies spending $120 billion more than in 2025. This historic surge in investment is restoring fairness to the Alliance and reducing the burden on the United States.  
• Since President Trump began his first term, NATO allies have spent an additional $1.21 trillion on defense — known as the “Trump Trillion.” 
• Because of President Trump, European allies have borne the cost of defending Ukraine instead of American taxpayers. Over $5 billion of this spending has been spent through the President’s Prioritized Ukraine Requirements List (PURL) initiative which allows Allies to purchase packages of U.S. equipment for transfer to Ukraine.   
• In 2025 alone, NATO allies procured more than $54 billion in defense equipment from the U.S. — a boost for American manufacturers, workers, and communities.   
• NATO allies accepted primary responsibility for its conventional defense and stepped up to take more leadership roles.
• The Department of War has returned U.S. troop levels in Europe to pre-2022 levels, empowering our European partners to step up. In addition, the Department of War is reviewing U.S. force posture and basing in Europe to ensure irreversible momentum toward a European-led defense of Europe.

President Donald J. Trump and Republicans delivered the largest middle- and working-class tax cuts in history through the Working Families Tax Cuts, which Democrats fought every step of the way.

Now, Democrats are smearing Trump Accounts — the program giving every eligible American child a $1,000 head start on building real wealth.

These accounts put real capital directly into the hands of the next generation of American citizens. The money grows tax-free and can be used for college, a first home, starting a business, or building long-term financial security.

Democrats are telling their own constituents to reject it.

Created under President Trump’s Working Families Tax Cuts Act, Trump Accounts give every American child a powerful, tax-advantaged path to build generational wealth and own a direct stake in the greatest economy on Earth.

Today, our Nation commemorates the Battle of Chippawa—the historic victory in which American forces decisively defeated the British Army on July 5, 1814.  During the early days of our young Republic, American Soldiers met the seasoned ranks of the British Army in open battle and prevailed. 

As the war raged on, America set out to forge an Army worthy of the great Republic itself, entrusting that vital mission to the legendary American Generals Winfield Scott and Jacob Brown.  These bold commanders drilled the disorganized and disheveled United States Army into a unified, disciplined, and battle-ready fighting force fit to face the finest soldiers of the age.  Month after month of grueling training in New York hardened raw recruits into professional Regulars, and by the summer of 1814,they were prepared to march to the Niagara, cross the river ontoCanadian soil, and launch a daring offensive to seize British territory and force peace on American terms.  

When battle commenced on July 5, British columns advanced against American troops drawn up on the plain south of the Chippawa River in Upper Canada.  The valiant American Regulars surged forward to meet the enemy head-on, striding across the field through a storm of shot and cannon fire with unceasing resolve.  Instead of the standard blue uniform, American soldiers wore gray coats, leading the British tomistake them for inexperienced militia and to expect an easy victory.  

Holding firm beneath the opening volleys, American Regulars answered with a steady fire of their own and advanced in perfect order through the drifting smoke, their lines closing on the British with a precision few had thought possible.  As his certain victory dissolved before his eyes, commanding British GeneralPhineas Riall famously exclaimed, “Those are Regulars, by God!” By then it was far too late, and the American forces pressed their advantage, pouring hellfire into the British ranksand forcing them to retreat from the field.  

The American triumph at Chippawa proved once and for all that the United States Army could overcome the mightiest forces on Earth and beat them in open battle. And from that hard-won legacy emerged a tradition of excellence that endures today in our Armed Forces.  As we celebrate 250 years of glorious American Independence this year, we draw strength from the immortal heroes of the Battle of Chippawa, whose courage amid the cannon’s roar proclaimed for all time that a free people would never bow to tyranny.  That same indomitable American Spirit endures in our people even now, and the fire our forebearskindled that day burns brighter still, lighting the way for our Nation, destined to stand forever strong, forever proud, and forever free.

On the 161st anniversary of the United States Secret Service, we celebrate the extraordinary professionals who, with absolute selflessness and little fanfare, work to protect our Nation’s leaders and safeguard our most sacred institutions.  With their quiet professionalism, unwavering vigilance, and steadfast devotion to duty, they have truly proven themselves “Worthy of Trust and Confidence.”

On July 5, 1865, the United States Secret Service was officially established, fulfilling legislation that President Abraham Lincoln had signed shortly before his tragic assassination.  Originally tasked with investigating and suppressing the widespread forgery of American currency, its agents first worked to ensure economic stability in the post-Civil War era, fortify our financial institutions, and secure the integrity of the dollar—a mission that they continue to pursue today. 

Following the assassination of President William McKinley in 1901, Congress expanded the responsibilities of the Secret Service, assigning the critical mission of protecting the President, a duty that has since grown to encompass the Vice President, the First and Second Families, foreign dignitaries, and special protectees.  Today, more than 8,000 highly skilled and exceptionally trained special agents; uniformed police officers;technical law enforcement personnel; intelligence and threat analysists, and administrative professionals, safeguard both our Nation’s financial infrastructure and the security of those entrusted with the highest offices, standing watch over the institutions that preserve America’s stability and strength. 

These heroes stand ready at a moment’s notice to place themselves in harm’s way to protect our Nation’s leaders, and I am grateful for their continued service and sacrifice.  Time and again, the men and women of the Secret Service have risked their own lives to protect others, exhibiting harrowing bravery, remarkable courage, and an unbreakable commitment to their solemn duty. And as radical left-wing violence has surged in recent years, the mission of the Secret Service has never been more vital. 

This year, we are especially thankful for the tremendous role the Secret Service is playing as our Nation celebrates 250 glorious years of American Independence.  From the Great American State Fair to the Salute to America Rally on the National Mall, our agents are working tirelessly to ensure the success and safety of the grandest, greatest, and biggest birthday celebration in the history of the world. 

Today, we honor the valiant members of the United States Secret Service for their steadfast service and commitment to freedom, peace, and the rule of law.  Their heroism and countless sacrifices in defense of our beloved Nation and sacred Constitution will continue to inspire generations of Americans. So long as such patriots stand watch, the flame of American freedom will never be extinguished, and our Republic will endure stronger, prouder, and freer than ever before.

A PROCLAMATION

Two hundred and fifty years ago, the Founders of our great Republic gathered in Philadelphia to fulfill a God-given destiny — the freedom and Independence of the United States of America.  Fifty-six men — representing legions of freedom-loving Patriots sprawled across 13 Colonies — pledged their lives, their fortunes, and their sacred honor to sign a legendary charter of freedom and declare America’s promise that all men are created equal and have the sovereign right to Life, Liberty, and the Pursuit of Happiness.  On that sweltering summer day in the heart of Pennsylvania, these noble Patriots not only raised up a new nation, but immortalized in our Declaration of Independence a series of sacred truths that transcend time and place — creating the single greatest force for virtue, peace, prosperity, and greatness on the face of the Earth. 

In June of 1776, Richard Henry Lee of Virginia rose before the Second Continental Congress and moved that the American Colonies cast off the bonds of British rule and stand among the civilizations of the Earth as free and independent states.  Thomas Jefferson was entrusted with giving that historic resolve its language, laboring over every line until the Congress adopted his immortal words on a momentous July day.  The 56 men who signed their names to Jefferson’s Declaration pledged their lives, their fortunes, and their sacred honor to a single revolutionary truth:  “that all men are created equal, that they are endowed by their Creator with certain unalienable Rights, and that among these are Life, Liberty, and the pursuit of Happiness.”

For 8 long and bloody years, American patriots led by General George Washington took up arms to defend this creed, enduring brutal hardship and immeasurable sacrifice so that the flame of liberty might live.  They fired the first shots of the Revolution at Lexington and Concord, held the line at Bunker Hill against great odds, crossed the icy Delaware on Christmas night to deliver a decisive blow against enemy forces, and endured the bitter winter of Valley Forge until the indominable spirit that would come to define our Nation humbled the mightiest military on Earth at Yorktown, securing for all posterity the blessings of American Liberty.  It was this distinctly American Spirit of faith, grit, adventure, courage, resolve, and self-determination that breathed life into our Republic, and has unfailingly nurtured our Nation, our people, our liberty, and our way of life ever since. 

From that hard-fought victory, a handful of colonies nestled on the shore of the Atlantic Ocean grew and within a few generations flourished into the strongest and wealthiest Republic in human history.  Answering the call of destiny, Americans pressed westward across an untamed continent, turning open prairie into golden farmland and raising from the wilderness magnificent cities that towered above a vast and growing people.  When civil war threatened to tear the Nation asunder, Americans fought and bled to preserve the Union, striking the shackles of slavery from millions and binding the country together once more.  In the wake of that struggle, our ancestors forged a new country in the fires of industry, building vast mills that poured molten steel, drilling deep for the oil that fueled their prosperity, and harnessing the power of electricity to light their cities and raise skyscrapers ever higher into the heavens.  In the last century’s darkest hours, it was the United States of America that emerged triumphant from two world wars, defeating the forces of evil at every turn and liberating millions around the globe from the cruelest tyrannies humanity has faced. 

Time and again, the ingenuity of America has continued to defy the limits of the possible.  Americans lifted humanity into the skies and walked upon the surface of the Moon, planting our beautiful flag in ancient dust where no other nation had ever stood, as our gaze turned toward the galaxies beyond.  The inventions of American minds — the telephone, the personal computer, the internet — knit the world together as never before, opening a new age of connection and commerce that placed limitless knowledge at humanity’s fingertips and carried the promise of prosperity to every corner of the Earth.  In every field of science, American genius has cured what was once thought incurable, unraveled the mysteries of life itself, and pushed the boundaries of human knowledge further than any nation that has ever come before.

These monumental triumphs are the legacy of the men who willed our great Republic into existence, and the great American adventure that started on July 4, 1776, has only just begun.  In our own time, the American journey carries on in every corner of our land, from the wheat fields of the Great Plains and the granite peaks of the Rockies to the sunlit shores of the Pacific and the bustling cities of the Atlantic coast, and the heart of the American People beats as strong and proud as ever.  That strength springs from the unity of our people and from the timeless values passed down through the generations, chief among them an abiding faith in God, a fierce love of family and freedom, a tireless devotion to hard work, and the courage to lay down everything for a cause greater than ourselves.  These are the virtues that have sustained us for over two-and-a-half centuries, and they will arm us for the many victories yet to be won.

In this new era of American greatness, we will continue to reclaim our sovereignty, restore our territorial integrity, defend the God-given liberty proclaimed at our founding, and guard the proud heritage, history, and culture that have made our Nation a wonder for the ages.  We will continue to adventure into the cosmos, returning Americans to the lunar surface for all time to come and charging ahead to plant the Stars and Stripes among the red dunes of Mars.  We will seize the new frontiers of artificial intelligence and quantum discovery, unleash the boundless energy beneath our soil, and expand the wealth and abundance of the American People.  We will defend our citizens and our way of life, answering every enemy with overwhelming strength and unflinching justice.  We will cherish the sacred right to life and protect the innocent starting at life’s very first moment.  We will restore law and order to our streets and usher in a new era of prosperity, health, opportunity, and happiness for every American family.  My Administration will not rest until every one of these sacred promises are kept.  Guided by the wisdom of our Founders and the unyielding faith of our people, we will lead our Nation into a new American Golden Age.  For a free and faithful people, no summit stands too high, no horizon is too distant to conquer, and no dream is too bold to achieve.

On this 250th anniversary of our glorious Independence, we once again acknowledge that our Nation was conceived in providence, born of the blood of heroes, and sustained through the generations of freedom-loving patriots who gave their lives, toil, and treasure to keep the American Spirit alive.  We vow to remain ever watchful and vigilant so that this legacy of liberty will endure in the face of every challenge.  We remember that our Republic was begotten in courage, and that only courage will ensure its survival.  Above all, we give thanks to Almighty God for His abundant blessings upon our land, praising Him without ceasing for the grace that has guided us through every trial and triumph.  In humble gratitude for the sacred trust handed down to us across the centuries, we commend to His care the heroes, dreamers, workers, and warriors who built and defended our Nation, and we pledge ourselves anew to be worthy of their sacrifices.  Today, as one American People, we celebrate and carry forward the spirit our Founders kindled in Philadelphia and enshrined in the Declaration of Independence — and with God’s help, we will prevail in making our beloved Nation stronger, prouder, richer, and greater than ever before.

The results speak for themselves — President Trump’s signature tax cuts are delivering:

• Millions of Americans received historic tax refunds this tax season with the average refund exceeding $3,400 — an 11% increase from last year.
• American families and workers claimed $82 billion in direct tax relief, with 97% of filers receiving a tax cut.
• More than 29 million workers claimed the No Tax on Overtime deduction with an average deduction of over $3,100.
• More than 35 million seniors have claimed No Tax on Social Security with an average deduction of over $7,500. 
• Nearly 8 million workers claimed No Tax on Tips with an average deduction of over $7,000. 
• Over 1.4 million filers have claimed No Tax on Made-in-America Car Loan Interest with an average deduction of over $1,800. 
• Nearly 40 million families claimed the enhanced Child Tax Credit.
• Nearly 6 million Trump Accounts have been opened, with 1.4 million eligible for the $1,000 pilot program contribution.
• More than 127 million taxpayers benefited from the permanently doubled standard deduction. 

The Working Families Tax Cuts is not just good policy, it’s a demonstration of Republicans’ commitment and belief in the American worker and the American Dream.

Today, the Supreme Court affirmed President Donald J. Trump’s longstanding commitment to protect women and girls, ruling that states may reserve female athletic competition for biological females.

The Court’s decision is a landmark victory for common sense, biological reality, and for the millions of women and girls who deserve a level playing field. By upholding laws protecting female athletic competition, the Court confirmed that states may preserve the fairness, safety, and equal opportunities that Title IX was enacted to guarantee.

This ruling is the latest affirmation of President Trump’s efforts to restore biological reality throughout the federal government and protect the rights of women and girls. Since returning to office, President Trump has taken a series of decisive actions to advance those goals, including:

• Barring men from competing in women’s sports, resulting in athletic organizations such as the NCAA, International Olympic Committee, and World Athletics Council realigning their policies with biological reality.
• Cracking down on athletic organizations that refuse to comply with President Trump’s commonsense Executive Order by launching Title IX investigations across the country, including four in the past week alone.
• Restoring biological reality as the official policy of the federal government by recognizing that there are only two immutable sexes: male and female.
• Restoring biological sex as the sole markers for official federal documents, including passports.
• Banning federal funding, sponsorship, and promotion of child gender mutilation, resulting in more than 40 hospitals and health systems across the country stopping or suspending child mutilation programs.
• Ordering the Department of Health and Human Services to perform a comprehensive review of best practices for children and adolescents, ultimately confirming the complete absence of scientific evidence supporting child gender mutilation.
• Terminating federal support for “gender ideology” and “equity” curricula, forcing states to halt the indoctrination of children with woke ideology or risk losing federal funding.
• Cutting billions of dollars in federal funding for the proliferation of radical gender ideology.
• Prioritizing military readiness over radical gender ideology by requiring troops to serve according to their biological sex, and barring so-called transgender individuals from military service.
• Ending all funding for sex change surgeries at the Department of War and Department of Veterans Affairs.

• Eliminating radical gender ideology from U.S. service academies and training programs.
• Protecting women’s spaces, including bathrooms, locker rooms, and shelters.

President Trump and his entire Administration will continue safeguarding women’s sports, shielding children from radical gender ideology, and restoring biological truth throughout the federal government, just as he promised on the campaign trail.

One year ago today, the major permitting agencies and departments (USDA, Commerce, DOI, DOE, FERC, DOT, and DOW including USACE) issued reforms to their NEPA procedures. These agencies and departments collectively account for the vast majority of NEPA litigation and have the most impact on the nation’s energy and infrastructure agenda.

Following those updates, USDA and DOI have finalized their respective policies and reforms, which are estimated to save taxpayers hundreds of millions of dollars.

This historic deregulation and interagency coordination, led by the White House Council on Environmental Quality, has streamlined the Federal environmental review and permitting process to the benefit of every American.

Today, over 60 agencies and departments have reformed or are in the process of reforming their procedures, following CEQ’s review of thousands of pages of regulations, procedures, and related materials. Under the leadership of President Trump, America is getting back to the core requirements of the law and moving critical projects forward without unnecessary delays.

ACCELERATING PROJECT APPROVALS, INCREASING GROUNDBREAKINGS, AND CREATING JOBS

• The Administration outlined a “Categorical Exclusions-First Approach,” and as a result, agencies are utilizing categorical exclusions at a higher rate, allowing for expedited review and focused analysis where it is most needed. 
• 195 categorical exclusions have been adopted since the start of the Administration, allowing for Federal agencies to complete the NEPA process faster.
• DOI implemented emergency NEPA procedures that can permit domestic energy resources and critical mineral projects in under 28 days.

ENCOURAGING INVESTMENT AND STRENGTHENING AMERICAN INFRASTRUCTURE

• President Trump is strengthening America’s AI leadership with Executive Order 14318, which promotes the acceleration of Federal permitting of data center infrastructure.
• President Trump is making home construction more affordable with Executive Order 14394, which calls on CEQ to issue guidance to remove barriers to building homes under NEPA.   
• President Trump is promoting commercial space innovation with Executive Order 14335, which seeks to eliminate or expedite environmental reviews for launch and reentry licenses and permits.

UNLEASHING AMERICAN ENERGY

• At DOI, the BLM has approved over 6,100 Applications for Permits to Drill (APDs)—more APDs than in any other fiscal year in the past 15 years.
  • The Trump Administration has approved 63.7 percent more Federal and Indian drilling permits compared to the prior administration over the same period at this point in their presidency.
• The Administration approved 76 coal-related permits to reinvigorate America’s beautiful, clean coal industry.
  • BLM announced the opening of 13.1 million more acres of federal land for coal leasing, tripling benchmarks set by the One Big Beautiful Bill Act and delivering on President Trump’s directive to restore American Energy Dominance.
• The first year and a half of this Administration has offered 748,000 acres of geothermal resources, exceeding the total offered during the entirety of the prior administration. 
• DOE established a new categorical exclusion for advanced nuclear reactors in response to President Trump’s Executive Order 14301, Reforming Nuclear Reactor Testing at the Department of Energy, and Executive Order 14299, Deploying Advanced Nuclear Reactor Technologies for National Security. The categorical exclusion has been applied five times to date, saving time and resources.

CONSERVING OUR LANDS

• The Forest Service successfully harvested 475 acres of trees killed by fire, reduced hazards to recreation infrastructure and open public roads, and planted seedlings following timber harvest. They used a categorical exclusion, reducing procedural complexity and significantly accelerating the timeline. The review was completed in 16 days.
• Under the Trump Administration, seven DOI bureaus estimated that they applied a National Park Service categorical exclusion for invasive species management nearly 200 times in just one year. Bureaus used a range of treatment methods, including herbicide, hand pulling, trapping, shooting, and biological controls appropriate to both the site and the invasive species. This categorical exclusion enabled more efficient delivery of control methods to suppress or eradicate terrestrial and aquatic invasive plants and animals affecting the nation’s resources.

DEFENDING OUR NATION

• DOW has significantly streamlined environmental reviews for critical infrastructure and supply chain projects, accelerating nearly $4.5 billion dollars in investments (FY26) to advance critical mineral and Defense Industrial Base priorities. The Department maximized efficiency by applying categorical exclusions and making no “Major Federal Action” determinations where appropriate.
