 The United States of America (United States) and the Republic of North Macedonia (North Macedonia) have agreed to a Framework for an Agreement on Reciprocal, Fair, and Balanced Trade (Agreement) to strengthen our bilateral economic relationship, which will provide both countries’ exporters expanded access to each other’s markets. The Agreement will strengthen our trade relationship, support shared strategic interests, promote economic growth, and deepen our transatlantic partnership. 

Key terms of the Agreement will include: 

• North Macedonia will eliminate customs duties for all U.S. industrial and agricultural goods exported to North Macedonia. 

• The United States will maintain at 15 percent the reciprocal tariffs, as set forth in Executive Order 14257 of April 2, 2005, as amended, on originating goods of North Macedonia, and will also identify products from the list set out in Annex III to Executive Order 14346 of September 5, 2025, Potential Tariff Adjustments for Aligned Partners, as amended, to receive a zero percent reciprocal tariff rate. The United States and North Macedonia may consider other tariff modifications following conclusion of the Agreement, taking into account trade balances and other appropriate factors. 

• The United States and North Macedonia will work to address U.S. concerns with non-tariff barriers imposed by North Macedonia that affect bilateral trade in priority areas. 

• The United States and North Macedonia commit to hold consultations to address and prevent barriers to U.S. agricultural products in the Macedonian market. 

• The United States and North Macedonia have committed to strengthen economic and national security cooperation to enhance supply chain resilience and innovation through complementary actions to address non-market policies of other countries, as well as to combat duty evasion and cooperate on investment reviews and export controls. This commitment includes cooperating to ensure that international procurement obligations benefit only those countries that have taken on the same commitments. 

• The United States and North Macedonia note their intention to facilitate and enhance commercial ties. 

• On energy sector opportunities, the United States and North Macedonia take note of the construction of an important new gas interconnector between North Macedonia and Greece, which will allow North Macedonia to enhance energy security and diversify energy sources, including through purchases of U.S. liquefied natural gas (LNG). North 

Macedonia will commence purchase of U.S. LNG upon completion of the new gas interconnector. 

• North Macedonia commits to adopt and maintain high levels of environmental protections and to effectively enforce its environmental laws. 

• The United States and North Macedonia will discuss commitments on intellectual property protection and enforcement, including on geographical indications. 

• The United States and North Macedonia will engage to address labor issues. 

• The United States and North Macedonia recognize the importance of high-standard commitments on digital trade in order to foster an open and competitive digital economy. North Macedonia has committed not to impose a digital service tax and to support adoption of a permanent moratorium on customs duties on electronic transmissions at the World Trade Organization (WTO). 

• The United States and North Macedonia recognize the importance of facilitating trade in services. North Macedonia reaffirms its commitment to the WTO Joint Initiative on Services Domestic Regulation. 

The United States and North Macedonia will work to finalize the Agreement, prepare the Agreement for signature, and undertake domestic formalities in advance of the Agreement entering into force.

Yesterday, President Donald J. Trump welcomed lawmakers, industry leaders, and hardworking miners from across the country to the White House “Champion of Coal” event. There, he signed an Executive Order directing the Department of War to purchase coal power, celebrated the Tennessee Valley Authority’s recommitment to coal, and was honored by coal miners as the “Undisputed Champion of Beautiful, Clean Coal” for his tireless leadership in ending the Radical Left’s war on the industry.

This event underscored President Trump’s unwavering support for beautiful, clean coal — supporting workers, delivering affordable and dependable energy to Americans, creating high-paying jobs in rural communities, and enhancing our national security through American energy dominance.

Today, our Nation celebrates the 217th birthday of President Abraham Lincoln—one of the most legendary leaders in American history whose fearless leadership in the Civil War saved our Nation from collapse and reunited a shattered Union under one flag.

Born on February 12, 1809, in a humble one-room log cabin on the Kentucky frontier, Abraham Lincoln’s life represents the incredible potential that is uniquely fostered in America.  Largely self-taught, he educated himself by reading borrowed books by candlelight after long days of labor on his family’s farm.  From those unlikely beginnings emerged a mind of remarkable clarity and depth that would later define his leadership.  Through midwestern grit and determination, Lincoln became an accomplished attorney, a State Representative, a Member of Congress, and a brilliant orator, writer, and debater.  He was undoubtedly one of the most intelligent men of his age.

Yet with every public triumph came personal tragedy, and his life reflected the complex divisions plaguing the country in the early 19th century.  His marriage to Mary Todd brought together a slave-owning family with the man who would eventually bring slavery to an end.  While his marriage flourished, the loss of three of their four beloved children left Lincoln in a dark melancholy for the rest of his life.  He and his wife bore on their face the scars of their own grief and, eventually, the grief of our entire embattled Nation.

As slavery continued to tear the Republic apart in the 1850s, Lincoln’s opposition to the expansion of slavery quickly spread across the land.  He entered the race for the United States Senate, where his legendary debates against pro-slavery Democrat Stephen Douglas made him a nationally known figure.  In 1860, the newly founded Republican Party chose him as its standard bearer, and the American people entrusted him with the presidency of the United States.

Shortly following Lincoln’s election as our 16th president, Southern States began to secede from the Union.  During the course of four grueling years, President Lincoln led the country through its darkest days and fought tirelessly to preserve our Republic during great trial.  He commanded vast armies against the forces of the Confederacy at great cost to human life, issued the Emancipation Proclamation that freed millions from the chains of bondage, and championed the Thirteenth Amendment to expel the scourge of slavery from American soil forever.

Re-elected in triumph in 1864 amid the devastation of civil war, President Lincoln turned to the solemn work of binding up our Nation’s wounds.  Armed with resolute courage, he sought to restore the rule of law, heal the divisions of civil strife, and reclaim the enduring American principles of liberty, freedom, and prosperity—ideals that had been tested to their breaking point by years of bloodshed and bitter division.  In his crusade to restore the Union and renew its founding promises, he spread a message of reconciliation, working to unite a divided Nation around its most deeply-held values.  Tragically, his commitment to justice and peace ultimately cost him his life:  Just over a month into his second term, at the age of 56, he was killed by an assassin’s bullet on April 14, 1865.

Today, more than a century and a half after President Lincoln’s death, my Administration is honoring his legacy by defending the Constitution, enforcing law and order, advancing justice, and ensuring that government of the people, by the people, and for the people shall not perish from the earth.  We are safeguarding American workers from unfair foreign competition with strong tariffs, a principle championed by President Lincoln, who understood that strategic tariffs could strengthen industry and generate great wealth.  We are standing firmly against chaos and division, rebuilding our military to its full strength, and vigorously protecting free speech, religious liberty, and the unique American heritage that has defined us across generations—values that President Lincoln defended throughout his life, even amid the peril of civil war.

As our Republic celebrates its 250th year of independence, we dedicate ourselves to the unfinished work President Lincoln entrusted to the American people.  This historic milestone demands that we once again take up his torch, summon his courage, invoke his vision, and advance the enduring truths of our founding principles.  Guided by President Lincoln’s faith in the American people and grounded in the ideals of liberty, unity, and self-government, we stand ready to chart a new and bold course toward the next 250 years of American freedom, strength, and prosperity.

STRENGTHENING NATIONAL DEFENSE WITH RELIABLE COAL POWER: Today, President Donald J. Trump signed an Executive Order directing the Department of War to prioritize long-term Power Purchase Agreements with America’s beautiful, clean coal fleet to ensure military installations and critical defense facilities have uninterrupted, on-demand baseload power.

• The Order directs the Secretary of War, in coordination with the Secretary of Energy, to approve long-term Power Purchase Agreements or similar contracts with coal-fired energy production facilities to serve Department of War installations and other mission-critical facilities.
• Priority will be given to projects that enhance grid reliability and blackout prevention, on-site fuel security, and mission assurance for defense and intelligence capabilities.

ENSURING A RESILIENT GRID: President Trump is committed to strengthening the electric grid and believes that beautiful, clean coal plays a critical role in ensuring reliable energy, national security, and economic stability.

• Baseload power and a reliable grid are vital to powering military installations, operations, defense-industrial production, and ensuring the safety of the American people; any prolonged disruption threatens operational readiness and national security.
• It is imperative that the Department of War strategically utilize America’s vast coal resources that have proven reliability in providing continuous, on-demand baseload power.
• Intermittent sources like wind and solar are unreliable in extreme weather, leaving the grid and our defense installations that rely on them vulnerable to interruptions in power.

MAKING AMERICA ENERGY DOMINANT: President Trump believes it is vital for America to be energy dominant and energy secure.

• On the campaign trail, President Trump warned, “you have a grid system in this country that’s obsolete and a disaster,” underscoring his urgency to act.
• On Day One, President Trump declared a National Energy Emergency to ensure that the Administration can bring all available authorities to bear to improve the integrity of our Nation’s electrical grid. 
• He is revitalizing America’s beautiful clean coal industry in order to provide Americans with access to reliable, affordable power and support the thousands of American jobs that depend on the industry.
• In April 2025, President Trump signed a series of Executive Orders to designate coal as a mineral, lift barriers to coal mining on Federal lands, and grant regulatory relief from burdensome Biden-era restrictions on certain coal-fired power plants.
• President Trump’s actions have stopped the closure of 17 gigawatts of coal power and resulted in new investments and build of affordable, baseload power generation across the country.
• President Trump is cutting red tape and rolling back regulations that hinder coal, oil, and natural gas production.

Section 1.  Purpose.  The United States must ensure that our electric grid –- upon which military installations, operations, and defense-industrial production depend — remains resilient and reliable, and not reliant on intermittent energy sources.  The grid is the foundation of our national defense as well as our economic stability.  Any prolonged disruption caused by energy shortages, foreign supply dependencies, or intermittent generation threatens the operational readiness of our Armed Forces and the safety of the American people.

Given our Nation’s vast coal resources and the proven reliability of our coal-fired generation fleet in providing continuous, on-demand baseload power, it is imperative that the Department of War (DOW) prioritize the preservation and strategic utilization of coal-based energy assets.  Coal generation ensures that military installations, command centers, and defense-industrial bases remain fully powered under all conditions — including natural disasters, or wartime contingencies.  Maintaining this capability is a matter of national security, strategic deterrence, and American energy dominance. 

Sec. 2.  Policy.  Pursuant to Executive Order 14261 of April 8, 2025 (Reinvigorating America’s Beautiful Clean Coal Industry and Amending Executive Order 14241), and Executive Order 14262 of April 8, 2025 (Strengthening the Reliability and Security of the United States Electric Grid), it is the policy of the United States that coal is essential to our national and economic security, and that our electric grid must use power generation resources that have abundant fuel supplies capable of extended operations to address the national emergency declared pursuant to Executive Order 14156 of January 20, 2025 (Declaring a National Energy Emergency).

Sec. 3.  Power Purchase Agreements with Federal Installations.  The Secretary of War, in coordination with the Secretary of Energy, shall seek to procure power from the United States coal generation fleet by approving long-term Power Purchase Agreements, or entering into any similar contractual agreements, with coal-fired energy production facilities to serve DOW installations or other mission-critical facilities, with priority given to projects that enhance:

(a)  grid reliability and blackout prevention;

(b)  on-site fuel security; and

(c)  mission assurance for defense and intelligence capabilities.

Sec. 4.  General Provisions.  (a)  Nothing in this order shall be construed to impair or otherwise affect:

(i)   the authority granted by law to an executive department or agency, or the head thereof; or

(ii)  the functions of the Director of the Office of Management and Budget relating to budgetary, administrative, or legislative proposals.

(b)  This order shall be implemented consistent with applicable law and subject to the availability of appropriations.

(c)  This order is not intended to, and does not, create any right or benefit, substantive or procedural, enforceable at law or in equity by any party against the United States, its departments, agencies, or entities, its officers, employees, or agents, or any other person.

(d)  The costs for publication of this order shall be borne by the DOW.

“Violent crime dropped sharply across America’s biggest cities in 2025,” Axios reports — yet another resounding validation of President Donald J. Trump’s unwavering commitment to restoring law and order. After years of chaos, skyrocketing crime, and soft-on-crime policies under Biden plunged the nation’s biggest cities into anarchy and disorder, President Trump took office on a promise to restore public safety — and he has delivered in historic fashion.

The new data confirms steep declines across every major violent crime category in 2025 compared to the prior year: overall murders down 19%, robberies down 20%, and aggravated assaults down nearly 10%.

These gains build on earlier reports showing America’s cities are now safer than they’ve been in over a century under President Trump’s leadership. The murder rate in the nation’s biggest cities has fallen to its lowest level in at least 125 years — marking the largest single-year drop in recorded history. Beyond murders, the nation also saw dramatic reductions in rapes, robberies, aggravated assaults, shooting deaths (fewest since 2015), on-duty law enforcement officer deaths (80-year low), traffic fatalities, and overdose deaths.

This is the direct result of President Trump’s aggressive, no-nonsense approach to public safety. By surging federal resources to Democrat-run cities that had devolved into war zones, removing savage criminal illegals from our streets, supporting police and prosecutors, and rejecting the Radical Left’s weakness, President Trump’s decisive actions have turned the tide, saved countless lives, and restored peace to communities long abandoned by Democrat politicians who prioritized criminals over citizens.

Under President Trump, America is safer, stronger, and winning again — and the era of Democrat-inspired lawlessness is over.

Today, we celebrate our Nation’s most prolific inventor and a man who never stopped pushing the spirit of American innovation:  the legendary Thomas Edison.  On what would have been his 179th birthday, we honor his life, determination, and extraordinary legacy of American entrepreneurship and ingenuity and look to his example as we continue building the Golden Age of America.

Born into humble means in Ohio and raised in Michigan, Thomas Edison’s life represents the resilience and determination that it takes to build the American Dream.  Edison had virtually no formal education and was afflicted with deafness at a young age.  Despite these challenges, he was a voracious reader who constantly tinkered with mechanics, electricity, and scientific experiments.  In his early twenties, he received his first patent for an electrical recorder and soon devoted himself entirely to invention and innovation.  He would ultimately go on to develop more than 1,000 patents and design some of the greatest inventions of his time, including the phonograph, the motion picture camera, the alkaline storage battery, and most famously, the incandescent light bulb.  Through constant trial and error, his inventions bettered the lives of everyday Americans and people all around the world.

My Administration is proudly carrying Thomas Edison’s legacy forward into the 21st century, ushering in a new Golden Age of American innovation and ingenuity.  Since returning to office, we have empowered the next generation of innovators by deregulating industries and enacting historic tax cuts for small businesses. And I will always remain committed to ensuring America retains our competitive edge across every sphere.

As we celebrate Thomas Edison’s timeless contributions to our way of life, we are reminded that technological advancement is achieved through hard work, tenacity, and an unwavering commitment to forging a great American future.  On his birthday, I call on every American to dare to dream big, achieve the impossible, and embrace the opportunity to be an outsider because, like Thomas Edison, it is the outsiders who change the world.

Job growth surged in January — and the strength is in the private sector.

• The economy added 172,000 new private sector jobs and shed 42,000 government jobs — bringing the unemployment rate down to 4.3%.
  • As President Trump’s agenda takes effect, factory groundbreakings and data centers are leading to more construction jobs — with construction employment up 33,000 in January, including 25,000 new jobs in the nonresidential specialty trades (the highest monthly change in five years).
• January’s 130,000 new nonfarm jobs is the best month of job growth yet, signaling President Trump’s pro-growth policies are starting to deliver real momentum in the labor market.
• In President Trump’s second term, 615,000 private sector jobs have been added while federal employment has declined to its lowest level since 1966 — and the lowest level in recorded history as a share of the total workforce.

As wage growth booms, Americans want to join the Trump Economy.

• Average weekly earnings for private sector employees rose 0.7% in January.
  • In President Trump’s second term, average weekly earnings have grown by 4.3% and average hourly earnings have increased by 3.7%.
• Prime-age labor force participation rose to its highest level since 2001 as more Americans come off the sidelines and enter the workforce.

The numbers shattered expectations (again).

• In fact, the number of new jobs added in January was more than double economists’ predictions, coming in higher than nearly all economists surveyed by Bloomberg.

The labor market under Biden was far weaker than we already knew.

• From initial release to the current estimate, job growth over Biden’s final two years was overstated by 1.9 million jobs.

President Donald J. Trump has been unequivocal: Nothing is more fundamental than the integrity and security of our elections. That’s why the Trump Administration has repeatedly called on Congress to pass the SAVE America Act — commonsense legislation that requires voters to present photo ID and implements other critical measures to protect federal elections from fraud and abuse.

Yet, despite overwhelming popular support across every demographic, Radical Left Democrat politicians continue to block these reforms, placing partisan politics above the clear will of the American people — including their own voters — and above the basic security of our elections.

FACT: Voter ID is extremely popular with Americans.

Polling has consistently shown strong majorities — including among Democrats, independents, Whites, Blacks, and Latinos — support voter ID requirements.

• Pew Research Center: 83% of Americans favor requiring all voters to show government-issued photo ID to vote, including 95% of Republicans and 71% of Democrats. Just 16% of Americans are in opposition.
• Gallup: 84% of Americans support requiring photo ID to vote, including 98% of Republicans, 84% of independents, and 67% of Democrats. Separately, 83% support requiring proof of citizenship when registering to vote for the first time.
• Additional surveys, including from Napolitan News Service and The Center Square, consistently show extraordinary support for voter ID.
• CNN reporter Harry Enten: “The bottom line is this: Voter ID is NOT controversial in this country. A photo ID to vote is NOT controversial in this country. It is not controversial by party and it is not controversial by race. The vast majority of Americans agree.”
• NBC Nightly News anchor Tom Llamas: “Voter ID rules do have wide public support, but the vast majority of Democrats on Capitol Hill oppose them.”

This isn’t a close call. It’s time for Congress to act — and for Democrat politicians to stop standing in the way of election security.
