COMBATING CYBERCRIME AND FRAUD: Today, President Donald J. Trump signed an Executive Order to combat cybercrime, fraud, and predatory schemes targeting American families, businesses, and critical infrastructure.

  • The Order directs relevant Administration officials to conduct a comprehensive review to determine what operational, technical, diplomatic, and regulatory tools could be improved to combat transnational criminal organizations (TCOs) engaged in cyber-enabled crime and predatory schemes.
  • The Order requires the submission of an action plan that identifies the TCOs responsible for scam centers and cybercrime and proposes solutions to prevent, disrupt, investigate, and dismantle their operations—including through the establishment of a dedicated operational cell within the National Coordination Center (NCC). 
  • The Order directs the Attorney General to prioritize prosecutions of cyber-enabled fraud and scam schemes, pursuing the most serious, provable offenses.
  • The Order directs the Secretary of Homeland Security to partner with the NCC to provide training, technical assistance, and resilience building against cyber threats for State and local partners.
  • The Order directs the Attorney General to submit a recommendation regarding the establishment of a Victims Restoration Program to return seized or forfeited funds from fraudsters directly to victims.
  • The Order directs the Secretary of State to engage with foreign governments regarding demands to take enforcement action against TCOs on their soil and to impose consequences—including sanctions, visa restrictions, foreign assistance limits, and expulsion of complicit officials—on nations that tolerate these predatory schemes.

PROTECTING AMERICANS FROM PREDATORY SCHEMES. President Trump is unleashing every available tool to stop foreign-backed criminal networks that exploit vulnerable Americans through cyber-enabled fraud and extortion.

  • Ransomware attacks, phishing campaigns, financial fraud, sextortion schemes, and impersonation scams are often coordinated campaigns run by sophisticated TCOs.
  • In many cases, foreign regimes provide willing or tacit state support to cybercrime and predatory schemes, creating a shadow economy fueled by stolen identities, coercion, forced labor, and human trafficking.
  • The most vulnerable among us—seniors, children, and low-income families—are disproportionately targeted, draining life savings, stealing the benefits of years of work, and destroying lives.
    • In 2024, American consumers reported losing more than $12.5 billion to cyber-enabled fraud, with seniors on average losing the most.
    • 73% of U.S. adults have experienced some kind of online scam or attack, and 87% of seniors view online scams and attacks as a major problem.
  • One in seven young people who experienced sextortion as a minor reported harming themselves in response to the abuse. Up until now, outdated frameworks, gaps in coordination, and lack of real consequences have allowed these networks to thrive.
  • With this Executive Order, President Trump has directed the creation of an Action Plan which will identify and eliminate barriers to dismantling the TCOs responsible for these crimes.  Further, the designation of the NCC as the lead national element for this effort will facilitate much needed coordination and strategic leadership.   

DELIVERING JUSTICE AND SECURITY FOR AMERICANS: President Trump is advancing cybersecurity for the safety of all Americans.

  • President Trump has made it clear that this Administration will do what it takes to make America cyber secure—including focusing relentlessly on technical and organizational solutions to improve the security and resilience of the nation’s information systems and networks.
  • In May 2025, President Trump signed the TAKE IT DOWN Act, a historic and bipartisan new law, championed by First Lady Melania Trump, focused on protecting children and families from online extortion and exploitation through the non-consensual distribution of intimate images and deepfake abuse.
    • On March 3, 2025, Mrs. Trump convened a Roundtable on Online Protection and the TAKE IT DOWN Act with Members of Congress, survivors of non-consensual intimate imagery, and online-safety advocates to call for enhanced protections and congressional action.

America 250: Presidential Message on the Anniversary of the Boston Massacre

Today, our Nation remembers the 256th anniversary of the Boston Massacre—a seminal chapter in the American story that lit the fuse for what would become the greatest crusade for liberty, self-government, and freedom in the history of the world.

In the aftermath of the Seven Years’ War, the British government imposed a series of unjust and excessive taxes on the American Colonies, promoting outrage from Colonists who felt betrayed, ignored, and voiceless.  As protests against British tyranny grew, the Crown grew more repressive.  Tensions reached a boiling point on the night of March 5, 1770, when a scuffle between Redcoats and Colonists in Boston, Massachusetts, turned violent.  British soldiers unleashed a barrage of gunfire into a crowd of unarmed colonial civilians—killing or fatally wounding five and injuring six more.

In the two and a half centuries since—and in the 250 years since our Nation’s founding—the sacrifices of the patriots slain during the Boston Massacre have remained etched upon the heart of our Nation.  Their deaths ultimately became the catalyst for our righteous struggle for independence, sparking the Revolutionary War just 5 years later.  Countless Americans have carried forth their heroic legacy of courage and sacrifice in the generations since.  From the fields of Gettysburg to the beaches of Normandy, millions of brave souls have paid the ultimate price to defend our freedoms and secure a brighter and more glorious American future.

President Trump Secures Historic Commitment to Keep Electricity Costs Down Amid Data Center Boom

This landmark commitment — first announced by President Trump in his State of the Union address — ensures the rapid growth of AI data centers powers American innovation without raising electricity costs for families and communities.

The signing marks a major victory for energy affordability, American innovation, and working families:

President Trump: “Today, we follow through on an announcement I made in my State of the Union address last week as America’s largest tech companies officially sign the Ratepayer Protection Pledge. America’s continued economic and technological leadership depends on reliable, large-scale data center infrastructure built here at home.  Data center infrastructure is the foundation of the internet, cloud computing, and artificial intelligence (AI), and supports our economic and national security.  As that infrastructure grows and the related electricity demand increases, the American people should not be footing the bill for the benefit of private companies.  Instead, the data center boom should be leveraged to address affordability and benefit all American households and businesses.

President Trump is calling on the leading United States hyperscalers and AI companies to build, bring, or buy all of the energy needed for building and operating data centers, paying the full cost of their energy and infrastructure, no matter what.

As part of the Ratepayer Protection Pledge, companies agree to protect American consumers from price hikes due to data center energy and infrastructure requirements, and lower electricity costs for consumers in the long term, including by:

1. Building, Bringing, or Buying New Power Supply

  • WHAT: Companies will build, bring, or buy the new generation resources and electricity needed to satisfy their new energy demands, paying the full cost of those resources whether by building, or buying from, new or otherwise additive power plants. Where possible, these companies will also add more capacity that serves the broader public by increasing supply.
  • WHY: This advances self-sufficiency and protects Americans from higher prices.

2. Paying for New Power Delivery Infrastructure Upgrades

  • WHAT: Companies will pay for all new power delivery infrastructure upgrades required to service their data centers, including adequate network upgrade costs to ensure that these expenses are not passed on to the ordinary household.
  • WHY: This way, data centers can benefit all ratepayers and the grid.

3. Paying Whether They Use the Power or Not

  • WHAT: Companies will voluntarily negotiate new, separate rate structures with their utilities and relevant State governments wherever they build data centers. Importantly, they will pay these rates for the power and related infrastructure that are brought online to service their data centers, whether they use the electricity or not.
  • WHY: This will protect the American people from increased utility bills as a result of the development of these data centers.

4. Investing in Local Job Creation and Workforce Development

  • WHAT: Companies will invest in the local communities in which they build data centers.  This includes hiring from within the local community and establishing programs to develop relevant skills.
  • WHY: This allows all American workers to benefit from the oncoming technological boom at every step from construction to operation.

5. Contributing to Electric and Community Resilience

  • WHAT: Companies will coordinate with grid operators to contribute to a more reliable grid and, whenever possible, make available their backup generation resources at times of scarcity to prevent blackouts and power shortages in their communities.
  • WHY: Consumers will benefit from enhanced grid resilience from data center power resources in times of emergency.

LEADING ON ENERGY AFFORDABILITY AND INNOVATION: President Trump has demonstrated consistent leadership in expanding domestic energy supply and lowering energy prices for consumers by empowering domestic innovation.

  • On Day One, President Trump signed an Executive Order to Unleash American Energy that opened Federal lands and waters and streamlined permitting to increase production of reliable and affordable energy. United States oil, natural gas, and coal production have increased significantly as a result, leading to lower prices for Americans.
  • President Trump terminated the job-killing “Green New Scam,” ended massive taxpayer subsidies for unreliable energy sources, and rescinded the Biden Administration’s anti-American energy regulations that were raising electricity prices. 
  • President Trump established the National Energy Dominance Council (NEDC) to maximize U.S. energy production, reduce regulatory burdens, and strengthen national security.
  • President Trump took action to save 74 coal power plants from crushing restrictions and regulations that would have forced them to shut down. And just last month, he announced that the Tennessee Valley Authority is taking action to save two more plants in Tennessee. By saving these power plants, the President has ensured that Americans continue to have access to reliable and affordable power.
  • President Trump signed an Executive Order to strengthen and secure the United States electric grid. This resulted in 17,000 megawatts (MW) – enough electricity to supply power to 12.75 million homes – of perfectly good power plants from being forced offline due to weaponization of state and Federal environmental regulations, reducing costs for consumers and enhancing grid reliability. 
  • President Trump signed several key Executive Orders to expand U.S. nuclear capacity through regulatory reforms that aim to accelerate the deployment of advanced nuclear reactors for AI data center use and strengthen domestic supply chains.
  • President Trump launched “Winning the Race: America’s AI Action Plan” in July 2025 to address energy bottlenecks to AI supremacy by streamlining permitting for energy infrastructure, modernizing and expanding the electric grid, and increasing domestic energy capacity.
  • In January 2026, President Trump’s NEDC took unprecedented action to intervene in the failed PJM power market. This intervention will drive what is expected to be the single largest development of power plants in U.S. history. It will also protect Americans in this region from price spikes by ensuring that hyperscaler technology companies building data centers pay for the associated power and infrastructure — whether they use it or not.

America’s continued economic and technological leadership depends on reliable, large-scale data center infrastructure built in the United States.  Data center infrastructure is the foundation of the internet, cloud computing, and artificial intelligence (AI), and it supports our economic and national security.  In order to harness the full power of American innovation and ensure that Americans do not become reliant on foreign industries, the development of large-scale data center infrastructure and AI must occur here at home, with American workers and engineers leading the way.  Our investments in these industries will also employ Americans across a wide array of professions in a shared endeavor that will bolster our Nation’s economic standing for years to come.

However, as data centers expand their footprint and electricity demand associated with AI increases, American households must be protected against increasing energy costs.  The hyperscalers and AI companies that increase electricity demand must pay for the full cost of the energy and infrastructure needed to build and operate data centers, and must not pass this cost on to the American people.  Instead, the data center boom should be leveraged to address affordability and benefit all American households and businesses.

Today, pursuant to the Ratepayer Protection Pledge, leading United States hyperscalers and AI companies guarantee that data centers’ energy needs will not increase household electricity costs for American citizens.  Instead, these companies will build, bring, or buy the new generation resources and electricity needed to satisfy their energy demands, and pay for all new power delivery infrastructure upgrades to service their data centers.  They will voluntarily negotiate new, separate rate structures with their utilities and relevant State governments, and pay those rates, and for their infrastructure, whether they use the electricity or not.  They will also invest in local communities and coordinate with grid operators to contribute to a more reliable grid.  These measures will ensure that Americans are protected from higher energy prices, benefit from grid upgrades and increased grid resilience, and benefit from this technological boom while the United States continues its global leadership in innovation and advanced technology.

NOW, THEREFORE, I, DONALD J. TRUMP, President of the United States of America, by virtue of the authority vested in me by the Constitution and the laws of the United States, do hereby proclaim as follows: 

(1)  The Ratepayer Protection Pledge and the commitments embodied therein effectuate the national policy of the United States.

(2)  On this day, March 4, 2026, seven leading technology companies have accepted the terms of the Ratepayer Protection Pledge.

President Donald J. Trump renewed his urgent call for Congress to swiftly pass the SAVE America Act, a straightforward, commonsense bill to fortify our elections against fraud and ensure only American citizens cast ballots. This legislation enjoys overwhelming support from the American people — yet Radical Left Democrat politicians continue to obstruct it, choosing partisan power plays over national security and the will of the people.

Fresh polling underscores the SAVE America Act’s popularity with Americans:

  • 71% support the SAVE America Act — including 69% of independents and half of rank-and-file Democrats.
    • 81% favor requiring voter ID — backed by 79% of independents and 70% of Democrats.
    • 80% want states to purge non-citizens from voter rolls.
    • 75% support proof of citizenship to vote.
    • 61% support sharing unredacted voting rolls with the Department of Homeland Security.
  • 60% call the SAVE America Act a “commonsense way to stop fraud and protect the security of our elections.”
  • 58% recognize at least some voter fraud exists in the U.S.
  • 85% agree only U.S. citizens should vote in our elections — including 84% of independents and 82% of Democrats.

These numbers align with other polling that shatters Democrats’ tired narrative:

  • Pew Research Center: 83% of Americans — including wide majorities of Democrats, independents, Whites, Blacks, and Latinos — favor voter ID requirements.
  • Gallup: 84% support voter ID, with 98% of Republicans, 84% of independents, and 67% of Democrats on board — while an equally robust 83% back proof of citizenship for voter registration.
  • Rasmussen Reports: 75% support voter ID, with support increasing over the past decade.
  • Heritage Action: Strong majorities across five battleground states support the SAVE America Act.
  • Additional surveys, including from Napolitan News Service and The Center Square, consistently reveal extraordinary bipartisan support for voter ID.

America 250: Presidential Message on the Birthday of Alexander Graham Bell

Today, we celebrate the revolutionary life and legacy of Alexander Graham Bell, a titan of ingenuity whose groundbreaking invention connected the world and transformed communication forever.  On what would have been his 179th birthday, we honor his towering genius, inspiring vision, and unrelenting determination.

Born in Scotland, Alexander Graham Bell moved to America as a young adult seeking opportunity.  While working to teach the deaf community how to communicate, he became fascinated with inventing a device that carried the human voice through electricity.  In a Nation fueled by bold ideas, Bell found the resources and support to pursue his ambitious vision.  In March of 1876, Bell and his assistant, Thomas Watson, succeeded in sending the first audible message over an electric line.  With that breakthrough, Bell revolutionized the way the world communicates and helped place America at the forefront of innovation.  Following his invention of the telephone, Bell would go on to invent the photophone, the metal detector, the audiometer and make significant contributions in the aeronautical industry—establishing himself as one of America’s most prolific inventors.

My Administration remains committed to furthering Bell’s legacy by strengthening America’s leadership in the next-generation of communications and emerging technologies.  We are expanding and modernizing the infrastructure that powers innovation, accelerates advancements in artificial intelligence, and secures our global technological dominance.
