ADVANCING MOST-FAVORED-NATION (MFN) PRICING: Today, President Donald J. Trump announced the 17th agreement with a major pharmaceutical manufacturer, Regeneron, to lower prescription drug prices that Americans pay for some of the world’s most innovative drugs, in line with the lowest prices paid by other developed nations (known as the most-favored-nation, or MFN, price).  

• The agreement will provide every State Medicaid program in the country access to MFN drug prices on new Regeneron products, resulting in hundreds of millions in savings and continuing President Trump’s historic efforts to strengthen the program for the most vulnerable Americans.
• The agreement ensures foreign nations can no longer use price controls to freeride on American innovation by guaranteeing MFN prices on all new innovative medicines Regeneron brings to market.
• The agreement requires Regeneron to repatriate increased foreign revenue on existing products that Regeneron realizes as a result of the President’s strong America First U.S. trade policies for the benefit of American patients.
• The agreement marks the President’s 17^th MFN deal made, with deals now covering the 17 leading pharmaceutical manufacturers, representing 86% of the branded drug market. Each of these manufacturers has agreed to fundamentally rebalance international drug pricing by providing MFN pricing to American patients. 

DELIVERING LOWER COSTS: Patients will see massive price reductions on products when purchasing medicines directly through TrumpRx as a result of today’s actions.

• Regeneron will reduce the price of its powerful cholesterol medicine, Praluent, from $537 to $225 for patients purchasing directly through TrumpRx.
• All new Regeneron medicines moving forward will receive MFN prices for U.S. patients.

GROUNDBREAKING RARE DISEASE TREATMENT AT NO COST: The President also announced that Regeneron’s new gene therapy for a rare type of genetic deafness from Regeneron, called Otarmeni, will be given to U.S. patients at no cost as part of this agreement.

• Otarmeni was approved today on an unprecedented timeline through the Food and Drug Administration (FDA) Commissioner’s National Priority Voucher Program, a new process to accelerate review of products that align with critical national priorities.
• This needed treatment will cost nothing to American families who have longed for their children to hear.

INVESTING IN AMERICA TO SECURE PHARMACEUTICAL SUPPLY CHAINS: Regeneron is also announcing that it will invest $27 billion in U.S. research, development, and manufacturing by 2029.  

• In this commitment, the company will onshore more than double its manufacturing capacity in the United States for the production of its biologic pharmaceutical medicines that are distributed in America.
• This announcement brings U.S. pharmaceutical investments under President Trump to a total of $448 billion in only 15 months.

DELIVERING ON PROMISES TO PUT AMERICAN PATIENTS FIRST: President Trump is delivering on promises for American patients, accomplishing historic wins that the political establishment did not believe were possible.

• On May 12, 2025, President Trump signed an Executive Order titled: “Delivering Most-Favored-Nation Prescription Drug Pricing to American Patients” directing the Administration to take numerous actions to bring American drug prices in line with those paid by similar nations.
• On July 31, 2025, President Trump sent letters to 17 of the leading pharmaceutical manufacturers outlining the steps they must take to bring down the prices of prescription drugs in the United States to match the lowest price offered in other developed nations. There are now MFN deals with each of those leading pharmaceutical manufacturers.
• On September 30, 2025, President Trump announced the first agreement, with the drug manufacturer Pfizer, to bring MFN prices to American patients.
• On December 1, 2025, the Office of the United States Trade Representative, the Department of Commerce, and the Department of Health and Human Services announced an agreement with the United Kingdom (U.K.) that will increase the net price of new prescription drugs by 25% in the U.K., helping ensure they pay their fair share for innovative medicines.
• On December 19, 2025, President Trump announced nine new agreements with major pharmaceutical companies.
• On February 5, 2026, President Trump launched TrumpRx.gov, where patients can access large discounts on many of the most popular and highest-priced medicines in the country, paying prices in line with the MFN price.
• As of today, April 23, the Administration now has agreements with Pfizer, Astra Zeneca, EMD Serono, Eli Lilly, Novo Nordisk, Amgen, Bristol Myers Squibb, Boehringer Ingelheim, Genentech, Gilead Sciences, GSK, Merck, Novartis, Sanofi, Johnson & Johnson, AbbVie, and Regeneron.

  • The Production Index expanded for the fifth consecutive month and is accelerating as factories run at a pace not seen since before the Biden-era slowdown.
• The Federal Reserve Bank of Philadelphia’s Manufacturing Index surged in April, smashing expectations.
• The manufacturing sector capped off the first quarter of 2026 with the first positive manufacturing job growth in three years.
• The broader U.S. economy has now expanded for 17 consecutive months, a streak of sustained growth the Biden Administration was never able to deliver.

The Greatest Reshoring Wave in History: Companies Are Coming Home

President Trump promised to bring manufacturing back to America — and his policies are delivering the largest reshoring wave in American history as companies invest trillions to build and expand here at home.

• U.S. Steel is restarting its Gary Tin Mill in Indiana, creating 225 American jobs — protected by strong tariff enforcement. The mill was shuttered in 2022 after cheap foreign imports flooded the market under Biden’s failed trade policies. Now, thanks to President Trump’s aggressive tariff enforcement, the Gary Tin Mill is coming back online.
• Apple is committing $600 billion over four years to U.S. manufacturing — its largest-ever investment. The investment will create 20,000 new jobs and expand partnerships with a broad range of domestic suppliers.
• Nvidia is pledging $500 billion to produce AI chips and infrastructure entirely in the U.S. — the first time such technology will be produced entirely on American soil. Production of Nvidia’s next-generation chips is already underway in Arizona.
• Johnson & Johnson is investing $55 billion investment in new U.S. manufacturing and development. The commitment will establish its next generation of production right here at home.
• AstraZeneca is investing $50 billion, Bristol Myers Squibb is spending $40 billion, and GSK is funding $30 billion in American manufacturing. • GlobalFoundries is investing $16 billion to reshore advanced semiconductor manufacturing. Chips that power everything from cars to fighter jets will be made in America, reducing our dangerous dependence on foreign adversaries.
• Stellantis is committing $13 billion investment to American manufacturing. The company’s largest-ever single investment will expand its domestic production by 50% as it reopens plants and adds new production at facilities nationwide.

MEMORANDUM FOR THE SECRETARY OF ENERGY

SUBJECT:       Presidential Determination Pursuant to Section 303 of the Defense Production Act of 1950, as Amended, on Grid Infrastructure, Equipment, and Supply Chain Capacity

On January 20, 2025, I issued Executive Order 14156 (Declaring a National Energy Emergency), under the National Emergencies Act.  That order found that America’s inadequate energy production, transportation, and infrastructure constitute an unusual and extraordinary threat to the Nation’s economy, national security, and foreign policy.  It further recognized that foreign adversaries have exploited these vulnerabilities, and that an affordable and reliable domestic supply of energy, including the infrastructure needed to generate, transmit, and deliver it, is essential to ensuring United States defense readiness, economic strength, and energy independence.

Consistent with that declaration, I find that America’s aging and constrained electric grid infrastructure poses an increasing threat to national defense.  The Nation’s capacity to design, produce, and deploy large-scale grid infrastructure, including transformers, high-voltage transmission components, advanced conductors, power electronics, substations, and grid-supporting manufacturing equipment, is dangerously limited.  These supply chains face significant risks due to foreign competition, long production lead times, and an overreliance on imported equipment.  As a result, the United States remains vulnerable in the event of war, disaster, or economic disruption.

Therefore, by the authority vested in me as President by the Constitution and the laws of the United States of America, including section 303 of the Defense Production Act of 1950, as amended (the “Act”) (50 U.S.C. 4533), I hereby determine, pursuant to section 303(a)(5) of the Act, that:

(1)  grid infrastructure and its associated upstream supply chains, including transformers, transmission lines and conductors, substations, high-voltage circuit breakers, power control electronics, protective relay systems, capacitor banks, electrical core steel, and related raw materials and manufacturing tools, are industrial resources, materials, or critical technology items essential to the national defense;

(2)  without Presidential action under section 303 of the Act, United States industry cannot reasonably be expected to provide these capabilities for the needed industrial resource, material, or critical technology items in a timely manner due to limited domestic production capacity, extended procurement timelines, foreign supply dependence, and insufficient capital investment; and

(3)  purchases, purchase commitments, financial support for the development of production capabilities, or other action pursuant to section 303 of the Act are the most cost-effective, expedient, and practical alternative methods for meeting this need.

I have declared a national emergency under Executive Order 14156, and I further determine that action to expand the domestic capability to develop, manufacture, and deploy grid infrastructure and supporting industrial supply chains is necessary to avert an industrial resource or critical technology item shortfall that would severely impair national defense capability.  Therefore, pursuant to section 303(a)(7) of the Act, I waive the requirements of section 303(a)(1)-(a)(6) of the Act for the purpose of expanding such capability.

You are authorized and directed to implement this determination, including making necessary purchases, commitments, and financial instruments to enable these projects, and to publish this determination in the Federal Register.

ENSURING MILITARY READINESS: Today, President Donald J. Trump signed a Presidential Determination concluding that it is in the paramount interest of the United States to exempt U.S. Air Force jet fighter training operations in Idaho, Oregon, and Nevada from certain water regulations.

• The Memorandum grants these training operations a one-year exemption from many Clean Water Act regulations, while still complying with the toughest Federal standards.

SUBJECT:       Presidential Determination Pursuant to Section 303 of the Defense Production Act of 1950, as Amended, on Natural Gas Transmission, Processing, Storage, and Liquefied Natural Gas Capacity

On January 20, 2025, I issued Executive Order 14156 (Declaring a National Energy Emergency), under the National Emergencies Act.  That order found that hostile foreign actors have weaponized America’s reliance on foreign energy and used it to cause dramatic swings in international commodity markets, leaving the United States and its allies dangerously exposed.  It emphasized that America must develop its capacity to supply reliable, diversified, and affordable energy to international allies and partners to compete with hostile foreign powers, strengthen relations with allies and partners, and support international peace and security.

Consistent with that declaration, I find that ensuring sufficient natural gas and liquefied natural gas (LNG) capacity is critical to sustaining United States defense operations and ensuring allied energy security.  Inadequate pipelines, processing, storage, or natural gas and LNG export capacity would leave the United States and its partners dangerously exposed in times of crisis.

Therefore, by the authority vested in me as President by the Constitution and the laws of the United States of America, including section 303 of the Defense Production Act of 1950, as amended (the “Act”) (50 U.S.C. 4533), I hereby determine, pursuant to section 303(a)(5) of the Act, that:

(1)  natural gas and LNG capacity, including gathering and transmission pipelines, compression, processing plants, underground storage, LNG liquefaction, storage and marine load, export facilities, and critical distribution infrastructure, are industrial resources, materials, or critical technology items essential to the national defense;

(2)  without Presidential action under section 303 of the Act, United States industry cannot reasonably be expected to provide these capabilities for the needed industrial resource, material, or critical technology item in a timely manner due to financing constraints, long-lead equipment and construction schedules, permitting delays, and infrastructure bottlenecks; and

(3)  purchases, purchase commitments, financial support for the development of production capabilities, or other action pursuant to section 303 of the Act are the most cost-effective, expedient, and practical alternative methods for meeting this need.

I have declared a national emergency under Executive Order 14156, and I further determine that action to expand domestic natural gas transmission, processing, storage, and LNG capacity is necessary to avert an industrial resource or critical technology item shortfall that would severely impair national defense capability.  Therefore, pursuant to section 303(a)(7) of the Act, I waive the requirements of section 303(a)(1)-(a)(6) of the Act for the purpose of expanding such capability.

Consistent with that declaration, I find that ensuring reliable coal supply chains and baseload power generation capacity is essential to United States national defense.  Coal mining and logistics, terminals, stockpile, and power generation facilities provide indispensable resilience to our power grids that cannot be replaced.  Without sufficient coal-fired baseload power, the United States will lack the stable electricity required to support defense installations, industrial expansion, and the high-energy demands of emerging technologies, such as artificial intelligence.

Therefore, by the authority vested in me as President by the Constitution and the laws of the United States of America, including section 303 of the Defense Production Act of 1950, as amended (the “Act”) (50 U.S.C. 4533), I hereby determine, pursuant to section 303(a)(5) of the Act, that:

(1)  coal supply chains and baseload power generation capacity, including coal mining, rail and barge logistics, export and domestic terminals, generating unit availability and life-extension work, on-site stockpiles, and associated reliability updates, are industrial resources, materials, or critical technology items essential to the national defense;

(2)  without Presidential action under section 303 of the Act, United States industry cannot reasonably be expected to provide these capabilities for the needed industrial resource, material, or critical technology item in a timely manner due to financing constraints, regulatory delays, long-lead maintenance, expensive and bespoke repair cycles, and market barriers; and

(3)  purchases, purchase commitments, financial support for the development of production capabilities, or other action pursuant to section 303 of the Act are the most cost-effective, expedient, and practical alternative methods for meeting this need.

I have declared a national emergency under Executive Order 14156, and I further determine that action to expand coal supply chain capacity and baseload generation availability is necessary to avert an industrial resource or critical technology item shortfall that would severely impair national defense capability.  Therefore, pursuant to section 303(a)(7) of the Act, I waive the requirements of section 303(a)(1)-(a)(6) of the Act for the purpose of expanding such capability.

Therefore, pursuant to subsection (a) of section 313 of the Federal Water Pollution Control Act, as amended (33 U.S.C. 1323(a)), I hereby exempt the Air Force’s jet fighter training operations in Idaho, Oregon, and Nevada from Federal, State, interstate, and local requirements, administrative authority, and process and sanctions respecting the control and abatement of water pollution; except that no exemption is hereby granted from the requirements of 33 U.S.C. 1316 and 1317. 

The exemption granted by this memorandum shall be for the 1-year period beginning April 20, 2026, and ending April 20, 2027.

Nothing herein is intended to:  (a) imply that in the absence of such a Presidential exemption, the Clean Water Act or any other provision of law would require the Air Force to obtain permits pertaining to the control and abatement of water pollution for the exempted operations; or (b) limit the applicability or enforcement of any other requirement of law applicable to the Air Force’s jet fighter training operations in Idaho, Oregon, and Nevada.

The Secretary of the Air Force is authorized and directed to publish this determination in the Federal Register.

MEMORANDUM FOR THE SECRETARY OF ENERGY

SUBJECT:       Presidential Determination Pursuant to Section 303 of the Defense Production Act of 1950, as Amended, on Domestic Petroleum Production, Refining, and Logistics Capacity

On January 20, 2025, I issued Executive Order 14156 (Declaring a National Energy Emergency), under the National Emergencies Act.  That order found that America’s inadequate energy production, transportation, refining, and generation capacity constitutes an unusual and extraordinary threat to the Nation’s economy, national security, and foreign policy.  It emphasized that our Nation’s current inadequate and intermittent energy supply leaves us vulnerable to hostile foreign actors and poses an imminent and growing threat to the United States’ prosperity and national security.

Consistent with that declaration, I find that ensuring resilient domestic petroleum production, refining, and logistics capacity is central to United States defense readiness.  Petroleum fuels the Nation’s Armed Forces, industrial base, and crucial infrastructure.  Without immediate Federal action, United States defense capabilities will remain vulnerable to disruption.

Therefore, by the authority vested in me as President by the Constitution and the laws of the United States of America, including section 303 of the Defense Production Act of 1950, as amended (the “Act”) (50 U.S.C. 4533), I hereby determine, pursuant to section 303(a)(5) of the Act, that:

(1)  domestic petroleum production, refining, and logistics capacity, including exploration and production, gathering and transmission pipelines, storage, and marine terminals, are industrial resources, materials, or critical technology items essential to the national defense;

(2)  without Presidential action under section 303 of the Act, United States industry cannot reasonably be expected to provide these capabilities for the needed industrial resource, material, or critical technology item in a timely manner due to constrained financing, long lead times, permitting and infrastructure bottlenecks, and supply chain limitations; and

(3)  purchases, purchase commitments, financial support for the development of production capabilities, or other action pursuant to section 303 of the Act are the most cost-effective, expedient, and practical alternative methods for meeting this need.

I have declared a national emergency under Executive Order 14156, and I further determine that action to expand the domestic petroleum production, refining, and logistics capacity is necessary to avert an industrial resource or critical technology item shortfall that would severely impair national defense capability.  Therefore, pursuant to section 303(a)(7) of the Act, I waive the requirements of section 303(a)(1)-(a)(6) of the Act for the purpose of expanding such capability.

You are authorized and directed to implement this determination, including making necessary purchases, commitments, and financial instruments to enable these projects, and to publish this determination in the Federal Register.
