From youth leagues and high school varsity to the Olympic Games and the heights of professional sports, for decades, women and girls have exemplified the very best of American athletics.  This National Women and Girls in Sports Day, we celebrate every female athlete for their devotion to excellence and for their incredible contributions to America’s character, culture, and unwavering competitive spirit.

Emboldened by the promise of the American Dream, through hard work, dedication, and resilience, every citizen can fulfill their God-given potential on any field, court, or track.  More than half a century ago, Title IX of the Education Amendments Act enshrined this promise into federal law, marking a pivotal moment for equal opportunity for women and girls.  Since then, the number of female athletes has grown remarkably—and my Administration remains committed to expanding opportunities for women and girls to compete, grow, and succeed at every level.

Since I took office as the 47th President of the United States, America has once again proudly championed youth athletics, which instills in our Nation’s girls the skills they need to grow stronger, develop healthy habits, and overcome challenges—not only as athletes but as young citizens.  Last year, I proudly signed multiple Executive Orders to uphold Title IX, end the unfair participation of men in women’s sports, and preserve and expand scholarships for collegiate women’s sports.  My Administration’s policy is simple:  Any program that rejects biological reality and deprives women of fair and safe athletic opportunities will not receive federal funds.  Under my leadership, every woman’s safety, dignity, and work ethic will always be protected.

Female athletes go beyond breaking records or winning championships—they redefine what is possible, elevate their sports, and inspire the next generation of girls to achieve greatness.  Today and every day, we recommit to preserving the timeless values that sports provide and to building a future where every young girl, collegiate athlete, and professional competitor pushes further, reaches higher, and dreams bigger.

A Proclamation

This year, we celebrate the most significant milestone in our Nation’s history:  250 glorious years of American independence.  From the very beginning, our country has been blessed with countless black American heroes.  For more than two and a half centuries, these legends have made timeless contributions to our government, laws, military, economy, workforce, and culture.  With their tremendous legacy in mind, as President, I proclaim that “black history” is not distinct from American history — rather, the history of black Americans is an indispensable chapter in our grand American story.

America’s founding was rooted in the belief that every man, woman, and child is created equal, “endowed by their Creator with certain unalienable Rights,” and free to live lives in “pursuit of Happiness.”  For 250 years, these principles have inspired and informed the independent, bold, and pioneering American spirit.  It is our bedrock belief in equality that drove black American icons to help fulfill the promise of these principles.  And it is our unwavering commitment to liberty that continues to sustain our Nation’s greatness.

This month, we are also reminded that the source of our strength is rooted not in our differences, but in our shared commitment to freedom under one beautiful American flag.  For decades, the progressive movement and far-left politicians have sought to needlessly divide our citizens on the basis of race, painting a toxic and distorted and disfigured vision of our history, heritage, and heroes.  This month, however, we do not celebrate our differences.  Instead, we celebrate the contributions of black Americans to our national greatness and their enduring commitment to the American principles of liberty, justice, and equality — the principles that wrested the Western Hemisphere from monarchies and empires, ended slavery, saved Europe, put a man on the moon, and built the freest, most just, and most prosperous society ever known to mankind.

Since the great Prince Estabrook became the first black man to shed his blood for our emerging Nation at the Battle of Lexington more than 250 years ago, heroic black Americans have valiantly fought for our liberty on the fields of battle, in the pews of our churches, and in our shops, restaurants, and businesses.  Across every generation, legendary black Americans have fiercely defended the values set forth in our Declaration of Independence and helped to make our Republic the greatest country in the history of the world.  From the unflinching faith of Lemuel Haynes, the soaring prose of Phillis Wheatley, and the unmatched resolve of Harriet Tubman to the towering intellect of Frederick Douglass, the fearlessness of Jesse Owens, and the brilliance of Katherine Johnson and Thomas Sowell, countless black patriots have stood as the vanguards of our freedom — and are among some of the most heroic Americans to have ever lived. 

As President, I am fighting to restore the Nation that these titans helped build, and to make America greater than ever before.  In their honor, and to commemorate 250 years of American liberty, I have authorized the construction of the National Garden of American Heroes, a new statuary park honoring our greatest Americans, including black icons like Booker T. Washington, Jackie Robinson, Aretha Franklin, Coretta Scott King, Muhammad Ali, and many others.  Last spring, I also signed an Executive Order to promote excellence and innovation at Historically Black Colleges and Universities so the next generation of leaders in the black community will learn from these great American examples.  And I am fighting every day to make our neighborhoods safer, groceries more affordable, and the American Dream more attainable for all Americans.

My Administration will never stop working to ensure that our country and every future generation of American citizens remain guided by the same truth:  We are one Nation, under God, indivisible, with liberty and justice for all.

NOW, THEREFORE, I, DONALD J. TRUMP, President of the United States of America, by virtue of the authority vested in me by the Constitution and the laws of the United States, do hereby proclaim February 2026 as National Black History Month.  I call upon public officials, educators, librarians, and all the people of the United States to observe this month with appropriate programs, ceremonies, and activities.

The Trump Administration is aggressively removing dangerous criminal illegal aliens from Minnesota’s communities — predators that Radical Left Democrats insist on providing safe harbor.

A stark example: Last week, ICE apprehended Esdras Aaron Rodriguez-Hernandez, a Guatemalan national and accused domestic abuser, in a case that exposes the dangerous stupidity of Minnesota’s “sanctuary” policies — and the self-inflicted necessity of Operation Metro Surge.

In 2024, Rodriguez-Hernandez was arrested and charged with domestic assault (intentionally inflicting or attempting to inflict bodily harm on a family member) and released without bail. A warrant was issued after he didn’t show up for court, and he evaded justice for nearly a year.

In November, he was arrested on the warrant and booked into the Hennepin County Jail, only to be released the next day on a $100 bail. After a radical prosecutor downgraded the charge, he was granted a stay of adjudication and set free once again.

At every step, local officials in the “sanctuary” jurisdiction failed to notify ICE of his custody — forcing federal agents to expend significant resources tracking him down and putting Minnesotans at unnecessary risk.

Rodriguez-Hernandez now awaits deportation, joining a long list of criminal illegal alien thugs the Trump Administration has removed from Minnesota’s streets — often with zero help from leaders who prioritize criminals over citizens.

Minnesota’s “sanctuary” policies are a deliberate choice to put criminal illegals ahead of Americans’ safety. But the Trump Administration will not relent in targeting the worst of the worst and putting American citizens — not violent criminals — first.

As Radical Left Democrats continue their reckless obstruction, two new polls resoundingly confirm President Donald J. Trump’s crackdown on illegal immigration is massively popular with the American people. From mass deportations of criminal illegal aliens to empowering ICE as they enforce our nation’s laws, Americans are rallying behind President Trump’s agenda — and Democrats’ extremism couldn’t be more out of touch.

A new poll underscores Americans’ broad agreement on the fundamentals of President Trump’s border enforcement:

• 73% agree that entering the U.S. without permission is breaking the law.
• 61% support deporting illegal aliens to their home countries.
• 58% reject Democrats’ extremist calls to defund ICE — now a core position of their party.
• 54% support ICE enforcing our nation’s federal immigration laws.

A second new poll reveals even fiercer alignment with President Trump’s decisive action to protect our communities from criminal illegal aliens:

• A solid majority approves of President Trump’s strong response to the anti-ICE riots in Minneapolis.
• 73% say criminal illegal aliens should be deported — with over half extending that to all illegal aliens with no lawful right to be here.
• 67% want state and local officials to cooperate with federal authorities to deport criminal illegal aliens (including 64% of independents).
• 67% say local jails should hand over criminal illegal aliens to federal authorities for swift deportation (backed by 62% of independents and even 50% of Democrats).
• 60% see Democrats as actively encouraging resistance to ICE officers simply trying to do their jobs and keep Americans safe.
• 57% oppose elected officials stoking chaos by urging defiance against ICE.

These results expose the extremism of the Radical Left: While Democrats fuel lawlessness and chaos, everyday Americans stand squarely with President Trump to deport criminals, reclaim sovereignty, and restore safety.

The Trump Administration will not relent in its pursuit of secure borders, safe streets, and an agenda that puts America First.

Today marks the 178th anniversary of our Nation’s triumph in the Mexican-American War—a legendary victory that secured the American Southwest, reasserted American sovereignty, and expanded the promise of American independence across our majestic continent.

Guided by the steadfast belief that our Nation was destined by divine providence to expand to the golden shores of the Pacific Ocean, following the bloody War of 1812, the United States was confidently advancing westward and boldly emerging as a continental superpower unlike anything the modern world had ever seen.  The people of Texas declared independence from Mexico in 1836, and by the spring of 1846, they voted to join the United States—forcing a reckoning over unsettled border disputes.  That April, Mexican forces launched an ambush along the Rio Grande, killing 11 and wounding 6 American troops.

With the promise of Manifest Destiny beating in every American heart, President James K. Polk took swift action to defend our Nation’s security, our dignity, and our sovereign borders.  In May of 1846, the United States declared war on Mexico, with two American titans—Generals Zachary Taylor and Winfield Scott—leading the charge.  Despite being vastly outnumbered in battle, American forces consistently reigned victorious through their superior military strategy, modern military capabilities, and steadfast devotion to protecting the national interest.  After a series of victories in the Mexican territories of California and New Mexico, in a triumphant victory for American sovereignty, the United States heroically captured the capital of Mexico City in September of 1847—paving the way to the Treaty of Guadalupe Hidalgo on February 2, 1848, formally ceding 525,000 square miles of new land to the United States, representing 55% of pre-war territory.

Since taking office as the 47th President of the United States, guided by our victory on the fields of Mexico 178 years ago, I have spared no effort in defending our southern border against invasion, upholding the rule of law, and protecting our homeland from forces of evil, violence, and destruction.  My Administration is halting the flow of deadly drugs entering our country through Mexico, ending the invasion of illegal aliens along our southern border, and dismantling narco-terrorist networks all across the Western hemisphere.  I have secured historic trade deals with El Salvador, Argentina, Ecuador, and Guatemala, allowing greater and more streamlined market access.  We stopped a hostile foreign power from controlling the Panama Canal.  We are reestablishing American maritime dominance.  And we are aggressively pursuing an America First policy of peace through strength and will continue to reassert the Trump Corollary to the Monroe Doctrine to ensure the Hemisphere remains safe, prosperous, and free.  We will never waver in putting our people, our interests, and our country first.

On this anniversary of one of our Nation’s earliest displays of military might—and particularly as we celebrate 250 glorious years of American independence—we honor the memory of the brave men who gave their lives in service to our Nation.  One hundred and seventy-eight years later, their legacy lives on in our enduring strength, our commitment to sovereignty, and the unmatched power of the American spirit.

On January 27 and 28, 2026, the Government of Canada hosted the Governments of Mexico and the United States in Ottawa for the Ninth Meeting of the North American Drug Dialogue (NADD). The annual NADD meeting brings together the three countries’ counternarcotics policy makers, law enforcement leaders, and public health experts to collaborate on strategies to counter the grave threat posed by the manufacturing, trading, and misuse of fentanyl and other illicit drugs.

Amid a rapidly evolving illegal drug and counternarcotics landscape—including President Trump’s designations of cartels as Foreign Terrorist Organizations and fentanyl as a weapon of mass destruction—participants discussed emerging threats, current drug trafficking and substance use trends, and coordinated approaches to counter illegal drug trafficking in North America. Participants reviewed progress on the previous year’s five priority areas: drug trafficking modes and methods; current and emerging synthetic drugs; drug demand and public health efforts to counter this demand; illicit financial flows related to illegal drug trafficking; and firearms trafficking as an enabler of drug trafficking. The significant progress on these fronts is contributing to a safer, healthier North America.

Building on last year’s progress, the three countries reaffirmed their steadfast commitment to reduce the harm to public safety caused by the use and trafficking of illegal drugs in North America. To advance this goal, the countries agreed to coordinate efforts over the next three years under three strategic priorities: (1) securing the global supply chain and related institutions against drug trafficking; (2) strengthening effective drug policy implementation and law enforcement; and (3) reducing overdose deaths, mitigating harm and increasing long-term recovery. Participants will advance these priorities by enhancing border and postal security; stopping firearms trafficking networks that support the drug trade; closing financial systems to criminal networks; and deploying wastewater testing and early drug warning capabilities.

Canada, Mexico, and the United States discussed the historic commitment President Trump secured from China in relation to the control of precursor chemical exports to North America.  The three countries agreed to utilize the NADD to track improvements in closing gaps in the global supply chain.

The NADD was established in July 2016. By fostering transparency and the sharing of concrete implementation strategies, best practices, and data, Canada, Mexico, and the United States aim to improve understandings of the challenges to North America posed by the illicit drug trade and substance use and promote coordinated, enduring solutions.

On this day 40 years ago, America tragically lost 7 brilliant, visionary, and courageous titans of space exploration aboard the Space Shuttle Challenger.  On this solemn anniversary, we acknowledge that their legacies will remain forever etched upon our Nation’s memory—and we recommit to advancing mankind’s journey beyond the stars with unwavering strength and an unyielding commitment to excellence.

On the morning of January 28, 1986, millions of Americans sat in anticipation as a historic launch unfolded on live television.  Aboard the spacecraft were seven remarkable Americans—scientists, engineers, aviators, and a high school teacher chosen to help inspire the next generation of students.  Just 73 seconds after liftoff, that anticipation was shattered when mechanical failures caused the shuttle to disintegrate into the cold morning air, transforming wonder and hope into devastation and disaster in a mere instant.  Yet, from the smoke-filled sky rose a lasting resolve to honor these fallen American heroes by continuing their work and advancing the causes they cherished with greater care and unshakable purpose.

Every day, my Administration is propelling their mission forward by unleashing the full force of American innovation and technology into the next era of space exploration.  Last month, I signed an Executive Order on Ensuring American Space Superiority, which calls for a return to the Moon by 2028, lays the groundwork for a permanent American lunar presence, and will help make the United States the first nation to land an astronaut on Mars.  Under my leadership, we are empowering innovation in the commercial space industry to increase capabilities and encourage a vibrant American space economy—because American leadership in space is crucial to America’s strength, security, and future.

As we celebrate 250 years of American independence, this work is just the beginning of our next great chapter as we chart the course for a glorious American future in space.

On the day of this tragedy four decades ago, the great President Ronald Reagan declared:  “The Challenger crew was pulling us into the future, and we will continue to follow them.”  Today, under my leadership, we will continue to abide by this promise—leading boldly on Earth and beyond—as we carry their lasting legacy into a new Golden Age of American exploration and discovery.

For years, no-income-tax states like Texas, Tennessee, and Florida have often led the pack in attracting and retaining residents looking to put down roots where they do not have to split ownership over the fruits of their labor with state government. In particular, of the 9 states that currently have no personal income tax, 5 of them rank amongst the top 10 states in terms of GDP growth over the past decade and 4 of them rank amongst the top 10 states in terms of net migration rates from other states.[1] At the other end of the spectrum, high-income-tax states like California, New York, and New Jersey have suffered a population exodus as people vote with their feet and wallets. Perhaps seeing Texas, Tennessee, and Florida as models, an increasing number of states with income taxes have indicated an interest in transitioning away from the income tax through some combination of belt-tightening and finding less damaging forms of tax collection.

This paper studies the economic impacts and feasibility of states phasing out their income tax. Recognizing that states have to collect tax revenue somehow, the analysis here studies two different scenarios. In the first scenario, the state pursues full revenue replacement by broadening the sales tax, leaving the baseline forecasted growth of total tax revenue unchanged. In the second scenario, the reform combines a broader sales tax base with a limit on spending growth that maintains government services at current levels instead of allowing their continued expansion.

The quantitative analysis in this paper is done on an individual state-by-state level, studying the impact of these two reform scenarios on key economic outcomes like GDP, wages, business startup activity, and the migration of high-income taxpayers. This paper also reports the sales tax rate needed to accomplish the reform under each scenario (base broadening only; base broadening coupled with spending growth limits).

Key insights distilled from the economics literature include:

• Income taxes are more economically damaging than sales or property taxes;
• The harmful economic effects of state income taxes include outmigration, brain drain, stifled innovation and entrepreneurship, and reduced GDP;
• The harmful fiscal effects of state income taxes include revenue volatility with “feast and famine” cycles, with states often gaining little or no new tax revenue from income tax hikes because of the negative economic effects they unleash.

Key findings from CEA’s analysis of state income tax phase-outs include:

• A 1 to 1.6 percent increase in the level of GDP for the average state;
• A 16 to 19 percent increase in new startups for the average state;
• A $4,000 increase in the average wage;
• A significant influx of new high-income taxpayers;
• An average state sales tax rate of under 8 percent under full revenue replacement with no limits on spending growth;
• An average state sales tax rate of 6.2 percent under a scenario with spending growth limits.

[1] Alaska, Florida, Nevada, New Hampshire, South Dakota, Tennessee, Texas, and Wyoming have no state personal income tax of any sort.  Washington has no state personal income tax except on capital gains for certain high earners.

By the authority vested in me as President by the Constitution and the laws of the United States of America, it is hereby ordered:

Section 1.  Purpose.  One year ago, the California State and Los Angeles city and county governments failed to contain wildfires that ravaged Los Angeles and consumed nearly 40,000 acres of homes and businesses.  The State and local governments failed to engage in responsible forest management systems out of a misguided commitment to naturalist and climate policies, which increased the severity of the fires.  They failed to maintain water distribution and reservoir systems so that these systems would be available and fully functional in case of emergency. They then failed to quickly communicate evacuation warnings and failed to act decisively or cohesively to contain the fire once it started burning.  In fact, Mayor Karen Bass was not in Los Angeles to respond to the crisis because she was traveling abroad.  This marked one of the greatest failures of elected political leadership in American history, from enabling the wildfires to failing to manage them, and it continues today with the abject failure to rebuild.

While the Biden Administration made big promises, debris removal did not actually begin until my Administration, through Executive Order 14181 of January 24, 2025 (Emergency Measures to Provide Water Resources in California and Improve Disaster Response in Certain Areas), initiated the fastest debris-removal operation in United States history.  The Federal Government completed hazardous-materials sweeps and cleared over 9,500 properties of over 2.6 million tons of debris in just 6 months.

But since then, American families and small businesses affected by the wildfires have been forced to continue living in a nightmare of delay, uncertainty, and bureaucratic malaise as they remain displaced from their homes, often without a source of income, while State and local governments delay or prevent reconstruction by approving only a fraction of the permits needed to rebuild. 

The Federal Government has approved numerous individual relief claims to provide financial support directly to owners of homes and businesses and help survivors repair, rebuild, return home, reopen their businesses, and restore their communities.  But many homeowners and businesses have been unable to use these funds as they navigate overly burdensome, confusing, and inconsistent permitting requirements, duplicative permitting reviews, procedural bottlenecks, and administrative delays at the city, county, and State levels.  Elected leaders have refused to take even the minimum action necessary to allow many of these survivors to move forward and rebuild their lives — the ultimate tragic failure of the State of California and City of Los Angeles to live up to their moral and legal obligations to their citizens.  As a result, despite the Federal Government expeditiously clearing debris and doing its part to support survivors, the actions of State and local authorities have ensured that the vast majority of the tens of thousands of homes and businesses destroyed in the wildfires have not yet been rebuilt a year later.  

In furtherance of the Presidential Declaration of a Major Disaster for the State of California (FEMA-4856-DR), immediate and decisive Federal action is required to ensure that Federal disaster assistance is delivered and utilized swiftly, effectively, and without obstruction by State and local governments, to accomplish the purposes for which it is allocated, as well as to support the American people who have been devastated by the Pacific Palisades and Eaton Canyon wildfires. 

Sec. 2.  Policy.  It is the policy of my Administration that federally funded reconstruction projects for homes and businesses in the wildfire-impacted neighborhoods of the Pacific Palisades and Eaton Canyon areas proceed with the maximum speed consistent with public safety, and that Federal assistance not be frustrated by unnecessary, duplicative, or obstructive permitting requirements that prevent families and businesses from rebuilding.

Sec. 3.  Preempting State Permitting Obstacles.  (a)  The Secretary of Homeland Security (Secretary), acting through the Administrator of the Federal Emergency Management Agency (FEMA), and the Administrator of the Small Business Administration (SBA) shall each consider promulgating regulations to advance the policies of this order.  In particular, the Administrator of the SBA and the Secretary, through the Administrator of FEMA, shall consider promulgating regulations that:

(i)   preempt State or local permitting processes, and other similar pre-approval requirements, that each agency has found to have unduly impeded the timely use of Federal emergency-relief funds by homeowners, businesses, or houses of worship in rebuilding such structures following a disaster; and

(ii)  replace preempted State or local permitting regimes, or other similar pre-approval requirements, with a requirement that builders self-certify to a Federal designee from each agency that they have complied with all applicable substantive State and local health and safety standards with respect to the structure proposed to be rebuilt using Federal emergency-relief funds.

(b)  The Secretary, through the Administrator of FEMA, and the Administrator of the SBA shall each publish proposed regulations under subsection (a) of this section, if any, within 30 days of the date of this order and final regulations within 90 days of the date of this order.  Each agency head shall further consider whether notice and comment is unnecessary under 5 U.S.C. 553 or any other statute.

(c)  The Secretary, through the Administrator of FEMA, shall continue to review all repairs and construction activities conducted under this order for compliance with applicable health, safety, and other substantive standards.

Sec. 4.  Expediting Federal Response.  (a)  The Federal Government has already taken action to expedite administrative processes related to water delivery, as detailed in Executive Order 14181 of January 24, 2025 (Emergency Measures to Provide Water Resources in California and Improve Disaster Response in Certain Areas).  In addition, the heads of relevant executive departments and agencies (agencies) shall seek to use all authorities available under Federal environmental, historic preservation, natural resource laws, or other similar laws, including the National Environmental Protection Act (42 U.S.C. 4321 et seq.), the Endangered Species Act (16 U.S.C. 1531 et seq.), and the National Historic Preservation Act (54 U.S.C. 300101 et seq.), to expedite waivers, permits, reviews, consultations, or approvals with respect to homes, businesses, or other such structures proposed to be rebuilt using Federal emergency-relief funds that are required to facilitate Federal response and recovery actions that will advance the policy of this order, consistent with applicable law.  

(b)  The heads of relevant agencies shall take steps to ensure that the process for evaluating and issuing such waivers, permits, reviews, consultations, or approvals shall be limited to the minimum scope and duration required to expeditiously advance the policy of this order and implement Individual Assistance and Hazard Mitigation Grant Programs while ensuring public health and safety.

(c)  The heads of relevant agencies shall each designate a senior official from their agency to ensure timely execution of these actions without delay.

Sec. 5.  Legislation.  Within 90 days of the date of this order, the Secretary, through the Administrator of FEMA, and the Administrator of the SBA, in consultation with the Assistant to the President for Domestic Policy and the White House Director of Legislative Affairs, shall submit to the President, through the Director of the Office of Management and Budget, legislative proposals that enable FEMA and SBA to address situations in which States or local governments are not enabling timely recovery after disasters, including through appropriate regulation.

Sec. 6.  Accountability for Use of Taxpayer Dollars.  (a)  The Secretary, through the Administrator of FEMA, shall:

(i)   within 30 days of the date of this order, determine what amount, if any, of the nearly $3 billion in unspent Hazard Mitigation Grant Program (HMGP) funding granted to California, which was awarded to mitigate hazards, including the threat of future wildfires to the citizens of California, was awarded arbitrarily, capriciously, or contrary to law; and

(ii)  within 60 days of the date of this order, conduct a Federal audit of California’s use of HMGP funding, including of whether funded projects were completed as approved and on time, whether projected risk reduction matched actual outcomes, and whether California used Federal funding in a way that demonstrably mitigated the impact of future wildfires on its citizens.

(b)  Within 30 days of the completion of the audit described in subsection (a)(ii) of this section, the Secretary, through the Administrator of FEMA, shall make administrative determinations in light of the audit’s findings and recommendations, and shall enforce such determinations by, where appropriate, imposing future grant conditions, initiating recoupment or recovery actions in accordance with applicable law, or deploying oversight and technical assistance to expedite the administration and use of HMGP funds for individuals, families, and small businesses, to implement this order.

Sec. 7.  General Provisions.  (a)  Nothing in this order shall be construed to impair or otherwise effect:

(i)   the authority granted by law to an executive department or agency, or the head thereof; or

(ii)  the functions of the Director of the Office of Management and Budget related to budgetary, administrative, or legislative proposals.

(b)  This order shall be implemented consistent with applicable law and subject to the availability of appropriations.

(c)  This order is not intended to, and does not, create any right or benefit, substantive or procedural, enforceable at law or in equity by any party against the United States, its departments, agencies, or entities, its officers, employees, or agents, or any other person.

(d)  The costs for publication of this order shall be borne by the Department of Homeland Security.
