The chaos unfolded this weekend at airports across the country:
“There’s been a lot of frustration. A lot of people are very upset,”said a traveler at William P. Hobby Airport in Houston — where TSA wait times neared four hours.
“This is ridiculous. This is crazy. We get here, we go through Customs — and it’s so packed in here, you can’t even find the direction they’re trying to give,”said a traveler at Louis Armstrong New Orleans International Airport — where lines snaked through multiple floors and spilled into the parking garage.
“It’s the longest I’ve ever seen it. I’ve flown into Atlanta several times, and this is by far the longest I’ve ever seen it in my life,”said a traveler at Hartsfield-Jackson Atlanta International Airport — where passengers were met with mounting wait times and ground delays.
“We’re fed up. We’ve had enough. This is the third shutdown in a matter of six months,”said a 10-year veteran TSA officer in Phoenix.
It’s not just airports reeling from the effects of the Democrat Shutdown. Democrats have cut off resources and funding for FEMA, the U.S. Coast Guard, and thousands of federal law enforcement officers — jeopardizing America’s border security, maritime safety, and ability to respond to emergencies.
Americans’ safety and security are on the line each day the Democrat Shutdown continues. Democrats negotiated a bipartisan, full-year DHS funding bill — then walked away from the table, choosing illegal aliens over public safety and forcing these essential workers to serve without pay yet again.

Today marks the 61st anniversary of the Selma Marches—a defining chapter in our Nation’s righteous crusade for equal justice under the law.
Beginning on March 7, 1965, thousands of civil rights advocates marched along U.S. Highway 80 in Alabama, traveling from Selma to the State Capitol in Montgomery to demand an end to unjust practices that denied African American citizens the right to vote. It was a painful moment in our Nation’s history, when discrimination and intimidation were used to deny Americans the freedoms promised in our founding documents. The marchers endured brutal violence, threats, and ridicule, but they did not back down. Ultimately, the courage of the marchers and their devotion to freedom set the stage for landmark reforms that strengthened and secured the right to vote for every American citizen.
As we mark 61 years since these solemn marches, we are reminded that free, fair, and honest elections are the bedrock of our constitutional Republic. Since I returned to office last year, my Administration has taken comprehensive steps to safeguard American elections by strengthening voter citizenship verification, promoting paper ballots, and banning foreign nationals from interfering in our elections. I am also committed to signing commonsense legislation that requires proof of identification to vote—a measure supported by a vast majority of Americans, including black Americans, and one that affirms the dignity and equal capability of all citizens to participate in our democracy, despite the radical left’s efforts to portray it as discriminatory.
On this anniversary, we salute the brave individuals who reaffirmed the eternal truth that every human being is endowed by Almighty God with unalienable rights to life, liberty, and the pursuit of happiness. And as we celebrate 250 glorious years of American independence, we recommit to building a more just and prosperous Nation—one that protects the God-given dignity of every citizen, defends the rule of law, and preserves the blessings of freedom for generations to come.

A PROCLAMATION
The United States, under my leadership, has demonstrated a sustained commitment towards achieving the dismantlement of cartels and foreign terrorists operating in the Western Hemisphere. My Administration has designated a number of cartels and transnational gangs as foreign terrorist organizations and has since dedicated unprecedented resources towards their destruction. These international entities control territories and commerce, extort political and judicial systems, wield arms and field military capabilities, and use assassinations and terrorism to achieve their ends. In furtherance of our efforts, the Secretary of War established the Americas Counter Cartel Coalition, a pledge from military leaders and representatives from 17 countries demonstrating that the region is ready to operationalize hard power to defeat these threats to our security and civilization. We will address these grave dangers by use of any necessary resources and legally available authorities, together with our partner nations.
NOW, THEREFORE, I, DONALD J. TRUMP, President of the United States of America, by virtue of the authority vested in me by the Constitution and the laws of the United States, do hereby proclaim as follows:
(1) Criminal cartels and foreign terrorist organizations in the Western Hemisphere should be demolished to the fullest extent possible consistent with applicable law.
(2) The United States and its allies should coordinate to deprive these organizations of any control of territory and access to financing or resources necessary to conduct their campaigns of violence.
(3) The United States will train and mobilize partner nation militaries to achieve the most effective fighting force necessary to dismantle cartels and their ability to export violence and pursue influence through organized intimidation.
(4) The United States and its allies should keep external threats at bay, including malign foreign influences from outside the Western Hemisphere.
IN WITNESS WHEREOF, I have hereunto set my hand this seventh day of March, in the year of our Lord two thousand twenty-six, and of the Independence of the United States of America the two hundred and fiftieth.
By the authority vested in me as President by the Constitution and the laws of the United States of America, it is hereby ordered:
Section1. Purpose and Policy. Cybercrime, fraud, and predatory schemes are draining American families of their life savings, stealing the benefits of years of work, and destroying the lives of our youth. These activities — which include deploying ransomware and malware, phishing, financial fraud, “sextortion” and other extortion schemes, impersonation, and more — are often coordinated campaigns carried out by Transnational Criminal Organizations (TCOs) aimed at the most vulnerable among us. In many cases, foreign regimes provide willing or tacit state support to cybercrime and predatory schemes, creating a shadow economy fueled by stolen identities, coercion, forced labor, and human trafficking.
It is the policy of the United States to protect Americans from, and harden our financial and digital systems against, these threats. The United States shall counter attacks on Americans with a commensurate response that includes law enforcement, diplomacy, and potential offensive actions. It is further the policy of the United States to provide support to victims of these crimes, expand public alerts, and prioritize protection for those most at risk to end the exploitation and victimization of Americans.
Sec. 2. Combating Scam Centers and Cybercrime. (a) The Secretary of State, the Secretary of the Treasury, the Secretary of War, the Attorney General, and the Secretary of Homeland Security, in consultation with the Office of the National Cyber Director, and in coordination with the Assistant to the President and Homeland Security Advisor (APHSA), shall:
(i) within 60 days of the date of this order, review the relevant operational, technical, diplomatic, and regulatory frameworks in place to determine how each can be improved to best combat TCOs engaged in cyber-enabled crime and similar predatory schemes against Americans; and
(ii) within 120 days of the date of this order, using the results of the review directed in subsection (a)(i) of this section, submit to the President, through the APHSA, an action plan that identifies the TCOs responsible for scam centers and cybercrime and proposes solutions to prevent, disrupt, investigate, and dismantle these TCOs. This action plan shall provide for the creation of an operational cell within the National Coordination Center (NCC) established pursuant to section 6(d) of Executive Order 14159 of January 20, 2025 (Protecting the American People Against Invasion), which will be responsible for coordinating Federal efforts to detect, disrupt, dismantle, and deter — including by involving the private sector as appropriate — cyber-enabled criminal activity conducted by foreign TCOs and associated networks that target United States persons, businesses, critical infrastructure, or public services.
(b) The action plan shall describe how, consistent with applicable law, the Attorney General and the Secretary of Homeland Security, supported by the Secretary of War, shall use relevant technical capabilities, threat intelligence, and operational insights from commercial cybersecurity firms and other non-Federal entities, as appropriate, to enhance attribution, tracking, and disruption of malicious cyber actors and enabling infrastructure engaged in cybercrime, fraud, and predatory schemes.
(c) The action plan and NCC operational cell shall include mechanisms to improve information sharing, operational coordination, and rapid response across the Federal Government, and shall align with existing law enforcement frameworks and efforts to counter cyber-enabled threats emanating from foreign jurisdictions.
(d) The Attorney General shall continue to prioritize prosecutions of defendants engaged in cyber-enabled fraud, including scam centers and sextortion schemes, and, consistent with the principles of Federal prosecution, shall pursue the most serious, provable offenses encompassed by such fraudulent schemes.
(e) To the maximum extent permitted by law, the Secretary of Homeland Security, acting through the Director of the Cybersecurity and Infrastructure Security Agency, shall partner with the NCC to provide training, technical assistance, and resilience building to support State, local, Tribal, and territorial (SLTT) partners, including to expand defensive capacity, share threat intelligence, and harden SLTT partners’ critical infrastructure systems against cybercrime exploitation by TCOs.
Sec. 3. Victim Restoration Program. Within 90 days of the date of this order, the Attorney General shall submit a recommendation to the President, through the APHSA, regarding the establishment of a Victims Restoration Program designed to provide, to the greatest extent authorized by law and in consideration of the Department of Justice’s goal of serving all victims of crime, restoration or remission to victims of cyber-enabled fraud schemes from funds clawed back, forfeited, or seized from the TCOs that perpetrate such schemes.
Sec. 4. International Engagement. The Secretary of State, in coordination with the NCC, shall engage with foreign governments to demand enforcement actions against TCOs operating within their borders and greater cooperation with United States law enforcement. The Secretary of State shall take all necessary and appropriate steps to ensure that nations that tolerate such predatory activity shall face consequences consistent with United States law and policy, such as the limitation of foreign assistance, the application of targeted sanctions, visa restrictions, trade penalties, and, where appropriate, the immediate expulsion from the United States of foreign officials and diplomats complicit in these schemes. The Secretary of State shall also coordinate these actions with allies and partners to enhance the consequences of actions taken against nations that tolerate predatory activity.
Sec. 5. General Provisions. (a) Nothing in this order shall be construed to impair or otherwise effect:
(i) the authority granted by law to an executive department or agency, or the head thereof; or
(ii) the functions of the Director of the Office of Management and Budget relating to budgetary, administrative, or legislative proposals.
(b) This order shall be implemented consistent with applicable law and subject to the availability of appropriations.
(c) This order is not intended to, and does not, create any right or benefit, substantive or procedural, enforceable at law or in equity by any party against the United States, its departments, agencies, or entities, its officers, employees, or agents, or any other person.
(d) The costs for publication of this order shall be borne by the Department of Homeland Security.
The White House today released “President Trump’s Cyber Strategy for America,” outlining the Administration’s priorities for ensuring that America remains unrivaled in cyberspace. It calls for unprecedented coordination across government and the private sector to invest in the best technologies and continue world-class innovation, and to make the most of America’s cyber capabilities for both offensive and defensive missions.
This strategy communicates the Trump Administration’s cyber vision and approach to the American people, to Congress, to our partners in industry and allies across the globe—and also to adversaries. It explains the Administration’s priorities, summarized in six policy pillars, which will guide action and resourcing through the follow-on policy vehicles. COMBATING CYBERCRIME AND FRAUD: Today, President Donald J. Trump signed an Executive Order to combat cybercrime, fraud, and predatory schemes targeting American families, businesses, and critical infrastructure.
The Order directs relevant Administration officials to conduct a comprehensive review to determine what operational, technical, diplomatic, and regulatory tools could be improved to combat transnational criminal organizations (TCOs) engaged in cyber-enabled crime and predatory schemes.
The Order requires the submission of an action plan that identifies the TCOs responsible for scam centers and cybercrime and proposes solutions to prevent, disrupt, investigate, and dismantle their operations—including through the establishment of a dedicated operational cell within the National Coordination Center (NCC).
The Order directs the Attorney General to prioritize prosecutions of cyber-enabled fraud and scam schemes, pursuing the most serious, provable offenses.
The Order directs the Secretary of Homeland Security to partner with the NCC to provide training, technical assistance, and resilience building against cyber threats for State and local partners.
The Order directs the Attorney General to submit a recommendation regarding the establishment of a Victims Restoration Program to return seized or forfeited funds from fraudsters directly to victims.
The Order directs the Secretary of State to engage with foreign governments regarding demands to take enforcement action against TCOs on their soil and to impose consequences—including sanctions, visa restrictions, foreign assistance limits, and expulsion of complicit officials—on nations that tolerate these predatory schemes.
PROTECTING AMERICANS FROM PREDATORY SCHEMES. President Trump is unleashing every available tool to stop foreign-backed criminal networks that exploit vulnerable Americans through cyber-enabled fraud and extortion.
Ransomware attacks, phishing campaigns, financial fraud, sextortion schemes, and impersonation scams are often coordinated campaigns run by sophisticated TCOs.
In many cases, foreign regimes provide willing or tacit state support to cybercrime and predatory schemes, creating a shadow economy fueled by stolen identities, coercion, forced labor, and human trafficking.
The most vulnerable among us—seniors, children, and low-income families—are disproportionately targeted, draining life savings, stealing the benefits of years of work, and destroying lives.
In 2024, American consumers reported losing more than $12.5 billion to cyber-enabled fraud, with seniors on average losing the most.
73% of U.S. adults have experienced some kind of online scam or attack, and 87% of seniors view online scams and attacks as a major problem.
One in seven young people who experienced sextortion as a minor reported harming themselves in response to the abuse. Up until now, outdated frameworks, gaps in coordination, and lack of real consequences have allowed these networks to thrive.
With this Executive Order, President Trump has directed the creation of an Action Plan which will identify and eliminate barriers to dismantling the TCOs responsible for these crimes. Further, the designation of the NCC as the lead national element for this effort will facilitate much needed coordination and strategic leadership.
DELIVERING JUSTICE AND SECURITY FOR AMERICANS: President Trump is advancing cybersecurity for the safety of all Americans.

ENSURING TECH COMPANIES BUILD, BRING, OR BUY POWER FOR DATA CENTERS: Today, President Donald J. Trump brought the leading AI companies and hyperscalers together to sign the Ratepayer Protection Pledge, ensuring they protect Americans from electricity price hikes due to data center energy requirements now and in the long run, take action to further strengthen the grid, and ensure that all Americans benefit from the oncoming technological boom.
Under President Trump’s leadership, Amazon, Google, Meta, Microsoft, OpenAI, Oracle, and xAI signed the Ratepayer Protection Pledge, agreeing to build, bring, or buy new generation resources and cover the cost of all power delivery infrastructure upgrades required for their data centers, ensuring such expenses are not passed to American households.
Under the Ratepayer Protection Pledge, these companies will negotiate separate rate structures with utilities and State governments, and commit to pay these rates for the power and related infrastructure brought online to service their data centers, whether they use the electricity or not.
Companies signing the Ratepayer Protection Pledge will also coordinate with grid operators to make backup generation resources available, contributing to a more reliable grid and preventing blackouts and power shortages in times of emergency.
The Ratepayer Protection Pledge commits AI companies and hyperscalers to hiring and training talent from within the communities where they build and operate data centers, creating thousands of jobs and enhancing workforce skills.

LEADING ON ENERGY AFFORDABILITY AND INNOVATION: President Trump has demonstrated consistent leadership in expanding domestic energy supply and lowering energy prices for consumers by empowering domestic innovation.
On Day One, President Trump signed an Executive Order to Unleash American Energy that opened Federal lands and waters and streamlined permitting to increase production of reliable and affordable energy. United States oil, natural gas, and coal production have increased significantly as a result, leading to lower prices for Americans.
President Trump terminated the job-killing “Green New Scam,” ended massive taxpayer subsidies for unreliable energy sources, and rescinded the Biden Administration’s anti-American energy regulations that were raising electricity prices.
President Trump established the National Energy Dominance Council (NEDC) to maximize U.S. energy production, reduce regulatory burdens, and strengthen national security.
President Trump took action to save 74 coal power plants from crushing restrictions and regulations that would have forced them to shut down. And just last month, he announced that the Tennessee Valley Authority is taking action to save two more plants in Tennessee. By saving these power plants, the President has ensured that Americans continue to have access to reliable and affordable power.
President Trump signed an Executive Order to strengthen and secure the United States electric grid. This resulted in 17,000 megawatts (MW) – enough electricity to supply power to 12.75 million homes – of perfectly good power plants from being forced offline due to weaponization of state and Federal environmental regulations, reducing costs for consumers and enhancing grid reliability.
President Trump signed several key Executive Orders to expand U.S. nuclear capacity through regulatory reforms that aim to accelerate the deployment of advanced nuclear reactors for AI data center use and strengthen domestic supply chains.
President Trump launched “Winning the Race: America’s AI Action Plan” in July 2025 to address energy bottlenecks to AI supremacy by streamlining permitting for energy infrastructure, modernizing and expanding the electric grid, and increasing domestic energy capacity.
In January 2026, President Trump’s NEDC took unprecedented action to intervene in the failed PJM power market. This intervention will drive what is expected to be the single largest development of power plants in U.S. history.
